The quest for an improved quality of life necessitates all aspects of energy security: exploration of resources, effective<br />

exploitation of available resources, intelligent balancing of imports, and ensuring a sustainable energy strategy. For<br />

India to succeed in our unrelenting pursuit towards steady, high growth as well as a strong desire for poverty<br />

eradication, proper exploitation and utilisation of hydrocarbon sources remains a key area. This warrants thinking<br />

towards better planning not only for the highest possible domestic production of oil and gas, but also integrating India’s<br />

hydrocarbon sector with the Asian and, to a large extent, the global energy economy.<br />

Oil & gas together constitute over 45% of primary energy consumption in India. Given this, hydrocarbon resources<br />

become an important lever to sustainably plan for the energy needs of the country. In this regard, the North East<br />

Region remains a belt with high potential. The states comprising the region are unique but have similar developmental<br />

needs. Literacy rate in the region is higher than the national average but per capita energy consumption is lower.<br />

The key to unlocking the region’s potential lies in the development of its vast energy and hydrocarbon resources. This<br />

apart, availability of fuels for homes, transport and businesses is crucial. This <strong>Hydrocarbon</strong> <strong>Vision</strong> <strong>2030</strong> report dwells<br />

on both of these (development of resources and availability of fuels) as levers to uncover the latent potential of the<br />

region. This report presents a roadmap – of immediate, medium-term and long-term initiatives – to help achieve the<br />

objectives. It has been drafted specifically in the context of issues and challenges specific to the North East region<br />

topography, weather and ecological sanctity.<br />

The report charts out a plan to increase oil and gas production, make fuels accessible and supplement industrial<br />

development. Also, corresponding projects and investments have been detailed. It is now upon all of us to set out to<br />

make the <strong>Vision</strong> a reality. This calls for concentrated and coordinated efforts of the central and state governments and<br />

various entities in the segment. I look forward to expeditious and synchronised implementation of the planned<br />

initiatives.<br />
