venue of choice is appropriate for the<br />

residents attending. Outings are prearranged<br />

and only residents who have<br />

given consent are taken on outings.<br />

Staffing levels are adjusted to ensure<br />

appropriate supervision. Staff in<br />

attendance always include a qualified<br />

nurse. Venues visited by residents<br />

are risk assessed. Despite the great<br />

increase in the number of outings, we<br />

are not complacent and are determined<br />

to keep developing and improving the<br />

services which are available for our<br />

elderly.<br />

QUALITY CONTROL<br />

We have worked with the Nursing<br />

Management, together with the<br />

Medical Team, to review and update<br />

the existing Minimum Standards for<br />

Residential and Dementia Care Homes<br />

in Gibraltar. An Inspectorate made<br />

up of senior Nursing Staff has been<br />

established and is tasked with visiting<br />

each of the facilities. The Inspectorate<br />

seeks to identify areas where there<br />

is room for improvement and ensure<br />

that any remedial interventions are<br />

undertaken.<br />

JOHN MACKINTOSH HOME<br />

REFURBISHMENT<br />

The community may recall that the<br />

Government provided the necessary<br />

funds to open an additional floor at<br />

the John Mackintosh Home. The fully<br />

refurbished and dementia-friendly<br />

floor has resulted in capacity increasing<br />

from 54 to 70 residents. The Home<br />

boasts spectacular views, spacious<br />

bedrooms, and common areas. This<br />

increase in capacity has also resulted<br />

in the releasing of beds at St Bernard’s<br />

Hospital, which are available for<br />

acute or planned admissions. We<br />

will continue to maintain this facility<br />

to ensure it remains of the highest<br />

standard.<br />

MOUNT ALVERNIA<br />

REFURBISHMENT<br />

Mount Alvernia has also seen<br />

significant refurbishment to the main<br />

kitchen, dining room, day room, lobby,<br />

reception, and chapel, with ‘Dementia<br />

Friendly’ colour schemes, designs, and<br />

furniture having been installed across<br />

communal areas. The renovation<br />

continues in phases to minimise any<br />

possible disruption to residents. We<br />

must thank the Gibraltar Alzheimer’s<br />

and Dementia Society for their<br />

generous donations, which have<br />

gone towards these very welcome<br />

improvements. We will ensure that<br />

Mount Alvernia is finished to as high<br />

a standard as the John Mackintosh<br />

Home and properly maintained<br />

thereafter.<br />

THE JEWISH HOME<br />

We have already commenced the<br />

works for the re-opening of the<br />

Jewish Home for the Elderly. These<br />

have taken longer than expected<br />

because alternative plans have not<br />

materialised. We have responded to<br />

a petition presented in good faith by<br />

members of the Jewish Community by<br />

starting work already. The area has<br />

already been stripped and we expect<br />

that works on the new home will be<br />

completed during the course of 2020.<br />

New residents should be able to move<br />

in within the next 18 to 24 months.<br />

WORKING WITH GHITA<br />

We will continue to work with GHITA<br />

as the representative organisation.<br />

A STRATEGY TO DEAL WITH<br />

DEAFNESS<br />

We recognise the needs of our deaf<br />

and hard of hearing community. The<br />

Disability Act which we have already<br />

introduced provides a framework for<br />

services to people with disabilities<br />

and this includes the deaf and hard of<br />

hearing. We will continue to always<br />

provide support, primarily through<br />

the GHA, so that clinical services are<br />

always made available.<br />

SCREENING CHILDREN FOR<br />

DEAFNESS<br />

We will continue to improve our<br />

services and will increase the focus on<br />

early detention and prevention. The<br />

GHA will screen all children from an<br />

early age.<br />

A STUDY ON HEARING LOSS<br />

We will prepare an in-depth study<br />

on hearing loss to include all relevant<br />

citizens in Gibraltar, including those<br />

who live in residential care facilities,<br />

and the study will include data on all<br />

users to as better to formulate future<br />

policies.<br />

HEARING AIDS<br />

We will keep the assessment of hearing<br />

aids and their dispensing under strict<br />

review so that they are provided to<br />

users in a timely manner.<br />

SERVICES FOR THE DEAF<br />

We will aim to provide a relay text<br />

service via SMS so that the deaf<br />

community can better communicate<br />

with emergency services. We will work<br />

with the Gibraltar Fire and Rescue<br />

Service to ensure that our policies are<br />

mindful of the needs of people who<br />

are deaf. We will provide tenants of<br />

Government properties with smoke<br />

detectors specifically for the deaf. We<br />

will provide hearing induction loops in<br />

all new Government building projects<br />

and we will phase in induction loops<br />

to all existing Government office<br />

counters and meeting rooms. We<br />

established the use of a British Sign<br />

Language interpreter on National Day<br />

and we are committed that this will<br />

always be provided for as long as we<br />

are in Government. We will continue<br />

to provide awareness training in the<br />

public and private sectors and within<br />

the community in general so that<br />

everyone, especially decision makers<br />

are informed of the needs of and<br />

difficulties faced by our deaf and blind<br />

community so that no one feels left<br />

out. Services for the deaf and hard of<br />

hearing form part of our Government’s<br />

disability action plan and we will ensure<br />

that all service providers consult with<br />

the Ministry of Equality to ensure that<br />

services are delivered.<br />

PATIENT ADVOCACY SERVICE<br />

Government will consult with internal<br />

and external stakeholders to introduce<br />

a Patient Advocacy Service to coordinate<br />

patient care and co-ordination<br />

across the various aspects of the GHA<br />

when a patient requires treatment<br />

outside of Gibraltar. This will be a lowcost<br />

measure to introduce, but will<br />

see coordination and communication<br />

issues reduce across our health service<br />

and improve patient experience where<br />

it is needed the most<br />

THE MORTUARY<br />

We will move the Mortuary from<br />

the present location at St Bernard’s<br />

Hospital to a purpose-built facility<br />

next to North Front Cemetery.<br />
