This has included detailed information<br />
on the progress of the Gibraltar part<br />
of the negotiations, on the legislation<br />
to be adopted and on planning for a<br />
no deal Brexit. Every opportunity was<br />
afforded to the Opposition Members to<br />
comment, express views or put forward<br />
suggestions and ideas. A <strong>GSLP</strong>/Liberal<br />
Government will re-establish the<br />
Select Committee on Brexit as a means<br />
of keeping the Opposition fully briefed<br />
about negotiations. We will also do<br />
this in relation to the future UK/EU<br />
relationship.<br />
SELECT COMMITTEE ON<br />
CONSTITUTION<br />
We will re-establish a Select<br />
Committee on the Constitution. The<br />
objective would be to examine the<br />
2006 Constitution and determine<br />
whether and what further changes<br />
are necessary and appropriate. The<br />
Constitution now dates back over<br />
a decade. Its reform is all the more<br />
relevant in light of the potential<br />
departure of the United Kingdom and<br />
Gibraltar from the European Union,<br />
given that the EU features in our<br />
current Constitution. There will be<br />
ample opportunity for the public to put<br />
forward their views on this important<br />
matter.<br />
NEW BUILDING WITH NEW<br />
PREMISES FOR CLUBS AND<br />
ASSOCIATIONS<br />
We are developing a new facility to<br />
house meeting rooms and premises<br />
for the many clubs and associations in<br />
Gibraltar that require them. We know<br />
that the strength of our community<br />
comes from the many clubs and<br />
associations that continue to grow and<br />
which need such premises to blossom.<br />
EASTSIDE RECLAMATION<br />
The ‘Blue Water’ development on<br />
the Eastside Reclamation did not<br />
materialise due to Brexit uncertainty.<br />
This is similar to the difficulty the<br />
GSD had with its ‘Sovereign Bay’<br />
development which did not materialise<br />
due to the economic crisis of 2007.<br />
We are now of the view, as we were<br />
when we were first elected, that the<br />
Eastside should not be developed as<br />
one plot. Different plots should be<br />
made available for different, low rise<br />
developments. Hassans Centenary<br />
Terraces will be the highest rise on<br />
the site, with everything else tapering<br />
down in height from there to create<br />
the village feel towards Catalan Bay<br />
Village. This will provide Gibraltar<br />
the property development lung that<br />
we need and will also, likely, garner<br />
us more premium for the land than<br />
one sale. This will also enable us to<br />
consider proposals for the creation of<br />
further affordable housing on the site,<br />
in particular to accommodate families<br />
who have historically lived at Catalan<br />
Bay for generations.<br />
PRIVATE SECTOR PENSIONERS<br />
We have already dealt with the<br />
creation of a Pensions in the Private<br />
Sector Act. This will address the<br />
provision for those in work today. We<br />
have to consider carefully how this<br />
Act is now improved. Additionally,<br />
we have also supported Community<br />
Care in their provision of a further<br />
safety net for those who are already<br />
retired. They now receive at least the<br />
Minimum Wage every month (two<br />
thirds for an individual). We will now<br />
include consideration of the further<br />
claims made by the Private Sector<br />
Pensioners Association and Action for<br />
Poverty to the work we will do in the<br />
Living Wage Commission.<br />
Additionally we will seek to assist<br />
with advice for those in private sector<br />
pension schemes that are failing or<br />
losing. We will try to arrest losses and<br />
provide alternatives for investment.<br />
