Government has increased the budget<br />

for respite services to ensure that<br />

more children and their families are<br />

able to access the necessary support<br />

and respite services when they need it.<br />

We must care for our carers; they are<br />

our silent champions and they need<br />

our support.<br />

ADDITIONAL SOCIAL WORKER<br />

The Government has provided<br />

funding to the Care Agency to<br />

recruit an additional Social Worker<br />

to work exclusively with children<br />

with disabilities and their families.<br />

Up until now, this area of work has<br />

been conducted in addition to other<br />

areas of children’s social services.<br />

This practitioner will support families<br />

through the many processes required<br />

to access services and assess the most<br />

appropriate support packages.<br />

NEW RESPITE VENUES<br />

The Government acknowledges<br />

that respite premises are essential<br />

and continues to explore alternative<br />

venues to deliver daytime, overnight,<br />

and weekend respite, separate to the<br />

current Children’s Residential Service.<br />

SUPPORT FOR ADULTS<br />

The Government has provided<br />

additional resources to help adults<br />

with learning disabilities to access<br />

meaningful community activities.<br />

Typical of any person trying to attain<br />

independence, young adults do not<br />

always want to be chaperoned by<br />

parents or family members; however,<br />

because of their vulnerability, adults<br />

with learning disabilities require a<br />

certain level of supervision. The<br />

Government has, therefore, increased<br />

the budget of the Care Agency to<br />

address this need and provide paid,<br />

trained carers to deliver a support<br />

service akin to a mentoring service.<br />

This new area of service will assist in<br />

enhancing adults’ social and support<br />

networks and help these individuals<br />

build skills that will serve them well<br />

for leisure, and also, in some cases,<br />

for employment. The Government<br />

has, additionally, increased the Care<br />

Agency’s budget to recruit a second<br />

Social Worker who will work exclusively<br />

with adults with learning disabilities<br />

and their families. This Social Worker<br />

will co-ordinate care packages, assess<br />

the needs of the individual, and<br />

the degree of support required by<br />

family members. The recruitment is<br />

progressing well. This Social Worker<br />

will also work with Dr Giraldi Home,<br />

St Bernadette’s Resource Centre, the<br />

GHA, and other Government agencies.<br />

This practitioner will be ringfenced<br />

to work solely in this area of service<br />

to create more effective channels of<br />

communication between the different<br />

services, families, and around the<br />

person with the learning disability.<br />

ADDITIONAL VENUES FOR ST<br />

BERNADETTE’S RESOURCE CENTRE<br />

With adults now enjoying better<br />

healthcare and living longer, there has<br />

been an increase in attendances at<br />

the St Bernadette’s Resource Centre.<br />

This Centre now offers a service to<br />

a wide range of service users both<br />

in age and learning disability. We<br />

have worked with the Education<br />

Department and the Care Agency so<br />

that transitions from one service to<br />

another were reviewed and improved.<br />

The Government is fully committed to<br />

continue the Disability Review as there<br />

is much further ground to cover. It is<br />

important to note that we are only at<br />

the initial stages of delivering on new<br />

developments and we will continue to<br />

strive to provide a platinum-standard<br />

service.<br />

ELDERLY CARE IN THE COMMUNITY<br />

No one can doubt that we have<br />

prioritised care in the community.<br />

When we were elected the GSD had<br />

only destined £500k to Domiciliary<br />

Care per year. We now spend in<br />

excess of £3m per year on this service.<br />

Domiciliary Care continues to be<br />

provided to assist vulnerable, elderly,<br />

or infirm persons at home. Over 430<br />

individuals received a package of care<br />

in <strong>2019</strong>, reflecting an increase of 127<br />

over the last year. Given the huge<br />

importance of supporting persons in<br />

the community, we have increased the<br />

Domiciliary Care budget so that further<br />

support can be provided to more<br />

individuals at home. We also ensured<br />

that the Waterport Day Centre for the<br />

elderly opened an extra day, providing<br />

a total of 40 additional placements,<br />

with 20 new members attending.<br />

DISABILITY BENEFITS<br />

We will set out in a concise and<br />

objective manner the benefits available<br />

to people with disabilities and the<br />

circumstances that allow for claims to<br />

be made. We need to demystify the<br />

benefits available and how to access<br />

them.<br />
