TOWN PLANNING<br />
TOWN PLANNING ACT <strong>2019</strong><br />
The <strong>GSLP</strong> Liberal Government has<br />
commenced the Town Planning Act<br />
<strong>2019</strong>. Since 2011 all <strong>GSLP</strong> Liberal<br />
Government projects have had to pass<br />
through the DPC for advice. This was<br />
never the case pre-2011 when GSD<br />
Government projects were not even<br />
tabled at the secretive DPC meetings<br />
held. The GSD has recently – after 2011<br />
– insisted we were wrong to make the<br />
changes we made to an open DPC and<br />
suggested we should move back to the<br />
GSD system of secret meetings and no<br />
minutes being published. We do not<br />
accept that is the way forward. The Act<br />
we have commenced will now provide<br />
that all projects including Government<br />
projects will need to be approved by<br />
the DPC. We will consider committing<br />
to expand the cadre in the Town<br />
Planning Department to deal with this<br />
expansion in workload.<br />
GIBRALTAR DEVELOPMENT PLAN<br />
Work on a new Gibraltar Development<br />
Plan is well underway. A tender was<br />
recently advertised and a Tender Board<br />
will shortly be appointed to consider<br />
all applications. The new development<br />
plan will set out the planning policy for<br />
any future development for Gibraltar.<br />
The plan will provide essential<br />
guidance to developers over the next<br />
10 years following its publication. It<br />
will ensure consistent decision-making<br />
providing certainty for developers.<br />
QUEENSWAY QUAY<br />
A <strong>GSLP</strong> Liberal Government will not<br />
support the proposed (or similar)<br />
developments that have been<br />
announced in the area of Queensway<br />
Quay, even though the Government<br />
does not own the locations in question.<br />
We will support the inclusion of<br />
Queensway Quay Marina as an open<br />
area in the new Development Plan.<br />
LIVE STREAMING OF DPC<br />
MEETINGS<br />
If re-elected, a <strong>GSLP</strong> / Liberal<br />
Government will continue with its<br />
plans to live stream the proceedings<br />
of DPC meetings so that interested<br />
parties may be able to listen in from<br />
the comfort of their offices or home<br />
without the need to be present at said<br />
meetings. Although planned and ready<br />
to go, this project has been put on hold<br />
until a new home is found for DPC<br />
meetings following the announcement<br />
of the new theatre within the John<br />
Mackintosh Hall complex.<br />
ON-LINE PAYMENT OF FEES<br />
We will consider ways to allow<br />
applicants/agents to pay their<br />
application fees via the portal as<br />
part of our ongoing commitment to<br />
e-Government and will also explore<br />
ways to allow the submission of revised<br />
plans by applicants and their agents<br />
within the same Planning Portal.<br />
BUILDING CONTROL<br />
We fully respect the views of the<br />
professionals within the Department of<br />
Building Control. We have never, unlike<br />
others, put the professionals in his<br />
department under political pressure.<br />
If re-elected, a <strong>GSLP</strong> Government will<br />
continue to review the structure of<br />
the Building Control department with<br />
the view of increasing the efficiency<br />
of this very important department by<br />
reconsidering the split between PTOs<br />
and TGs in this department.<br />
TRAFFIC, PARKING &<br />
TRANSPORT<br />
The <strong>GSLP</strong> <strong>Liberals</strong> have, over the<br />
last eight years, overseen significant<br />
developments in the context of traffic<br />
and transport. Our signature initiative,<br />
the Sustainable Traffic, Transport and<br />
Parking Plan (‘STTPP’) marked the<br />
first time in Gibraltar’s modern history<br />
when an empirical, evidence-based<br />
plan to tackle the perennial challenges<br />
of traffic in Gibraltar was developed.<br />
This is the backdrop against which all<br />
the real progress we have made in this<br />
area has been set.<br />
The STTPP has enabled us to frame<br />
and deliver upon a vision that captures<br />
the various strands of the traffic<br />
conundrum as well as the many<br />
solutions we are deploying in the<br />
context of our drive to create Green<br />
Gibraltar and the Child Friendly City.<br />
We have taken important strides in the<br />
critical areas of traffic management,<br />
emissions reduction, the use of<br />
alternative and eco-friendly forms<br />
of transport as well as a signature<br />
approach to parking management.<br />
Our achievements are matched only<br />
by our ambition to deliver the best<br />
Gibraltar we can be.<br />
