CULTURE, HERITAGE, YOUTH AND SPORT SINCE 9 DECEMBER 2015. FROM 2015 HE HAS BEEN THE MINISTER FOR CULTURE, THE MEDIA, YOUTH<br />
AND SPORT. HE WAS A TEACHER FROM 1987 UNTIL HE WAS FIRST ELECTED TO THE HOUSE OF ASSEMBLY IN 2000. HE ALSO SPENT SOME TIME IN<br />
PRIVATE PRACTICE AS A BARRISTER WHEN HE FINISHED HIS LAW DEGREE. HE HELD VARIOUS POSTS IN THE GIBRALTAR TEACHER’S ASSOCIATION,<br />
BECOMING PRESIDENT IN 1995. HE ALSO BECAME PRESIDENT OF THE GIBRALTAR TRADES COUNCIL. HE SERVED AS OPPOSITION SPOKESPERSON<br />

SPORT<br />
DEVELOPMENT PROGRAMMES<br />
Once we have completed all the<br />
magnificent facilities we will invest on<br />
development programmes prepared by<br />
Sports Governing Bodies.<br />
COVERED MUGA<br />
The MUGA at the Victoria Stadium<br />
will be a semi-rigid covered structure.<br />
This will allow our sports men and<br />
women to be able to use this space<br />
all year round. It will also serve as a<br />
warm-up area for International Netball<br />
Competition that might be held at the<br />
Tercentenary Hall.<br />
STAY & PLAY<br />
The current ‘Stay and Play’ premises<br />
which we built for this very successful<br />
programme will be further extended to<br />
suit its high demand. As a Government<br />
we believe in investing in the more<br />
vulnerable in our society and will<br />
continue to see how we can improve<br />
even more in our next legislature.<br />
INTERNATIONAL COMPETITIONS<br />
We will work closely with all Governing<br />
Bodies of Sport in order to attract<br />
competitions here in our magnificent<br />
Facilities. We have already lined up a<br />
number of them for <strong>2019</strong>/2020<br />
NEW HOCKEY PITCH<br />
We will replace the Astro-turf at the<br />
hockey pitch at the Bayside Sports<br />
Complex.<br />
TABLE TENNIS<br />
We have been in contact with the<br />
Committee of this Association, who did<br />
Gibraltar proud in the Island Games.<br />
We are in the process of allocating<br />
premises to this Association.<br />
CLUB PREMISES<br />
During our time in Government<br />
we have given many Clubs and<br />
Associations premises as we promised<br />
in our manifesto of both 2011 and<br />
2015. We will build a complex that<br />
will give us the opportunity to give<br />
even more premises to Clubs and<br />
Associations.<br />
COMMONWEALTH YOUTH<br />
GAMES 2023<br />
We will support the Commonwealth<br />
Games committee in Gibraltar in<br />
their bid for the Commonwealth<br />
Youth Games in 2023. We were very<br />
disappointed that the bid for the<br />
2021 Games did not succeed and<br />
that the Gibraltar bid was defeated by<br />
Trinidad & Tobago. We will continue<br />
to work with the Committee of the<br />
Commonwealth Games to pursue the<br />
bid for 2023.<br />
BEACH VOLLEYBALL<br />
We will keep the beach volleyball<br />
courts which we put in place at the<br />
Europa Pool for the Island Games.<br />
These will be enhanced for operation<br />
by the Beach Volleyball Association.<br />
We will support their organisation<br />
of international competitions at this<br />
spectacular venue.<br />
PARASPORTS FACILITIES<br />
We will work to establish parasports<br />
in Gibraltar. This will include the<br />
appointment of a Community<br />
Development Officer for Parasports<br />
given that Gibraltar does not<br />
currently have the framework for<br />
the introduction of parasports within<br />
the GSLA. At present, the GSLA does<br />
not provide professional support,<br />
equipment or any parasports for those<br />
with physical disabilities in Gibraltar<br />
despite the recent construction of two<br />
accessible sports facilities. Bringing<br />
parasports to Gibraltar will also provide<br />
an avenue for more ways for Gibraltar<br />
to be represented internationally.<br />
YOUTH<br />
NEW LAGUNA YOUTH CLUB<br />
We will build a new Laguna Youth Club<br />
to replace the Laguna Youth Club which<br />
has been temporarily moved to Glacis.<br />
We will also continue negotiations to<br />
relocate the petrol station away from<br />
the Club and from Notre Dame School.<br />
THE VOICE OF YOUNG PEOPLE<br />
We will continue to engage with<br />
youngsters via the ‘Voice of Young<br />
People’. This forum has allowed us<br />
to develop services that did not exist<br />
previously.<br />
ALTERNATIVE PROJECTS<br />
We will continue to develop projects<br />
such as the Zone which helps young<br />
people not in education to seek<br />
employment or training. The Mingle<br />
caters for young people with mild<br />
learning difficulty.<br />
YOUTH EXCHANGES<br />
Youth Exchanges will be organised by<br />
our youth and community workers for<br />
the benefit of young people.<br />
SCOUTS & GUIDES<br />
We supported the redevelopment of<br />
the Girl Guides Hut on the Upper Rock<br />
and we will now similarly support the<br />
Scouts in their bid to extend the area of<br />
their facilities at Governor’s Lookout.<br />
We will provide funding for the total<br />
refurbishment of the area to enable<br />
the Gibraltar Scout movement to host<br />
international visits from Scouting<br />
movements from around the world and<br />
to make the facility available to local<br />
