The <strong>GSLP</strong> <strong>Liberals</strong> will continue to rollout<br />
other zones throughout Gibraltar<br />
with the aim of completing the whole<br />
Residential Parking Scheme as soon<br />
as possible to have sufficient time to<br />
review and assess the impact of the<br />
whole scheme collectively throughout<br />
Gibraltar. When the full scheme is<br />
rolled out, visitors to Gibraltar will<br />
need to use the many pay public<br />
parking facilities throughout Gibraltar<br />
leaving zone parking to residents.<br />
As we move to consolidate the value<br />
of the STTPP, we will continue to<br />
monitor and review the zoning of<br />
residential parking, tweaking the<br />
programme in response to changing<br />
demands and a constantly improving<br />
our understanding of the use and<br />
needs of all stakeholders. We will<br />
consider the deployment of Gibraltarwide<br />
‘All Zones’ parking availability<br />
for permit holders of any Zone,<br />
allowing drivers to park elsewhere in<br />
Gibraltar until 02.00hrs.<br />
SMART PARKING<br />
The introduction of Smart Parking<br />
technology is already at an advanced<br />
stage. The <strong>GSLP</strong> <strong>Liberals</strong> will bring<br />
Gibraltar in line with other major cities<br />
worldwide allowing vehicle owners to<br />
see where parking spaces are available<br />
and guiding both residents and visitors<br />
to where the availability exists. This<br />
will remove the need for the driver to<br />
drive around unnecessarily in search of<br />
a parking.<br />
ELECTRIC VEHICLE<br />
CHARGING POINTS<br />
We will consult with relevant<br />
stakeholders with a view to devising a<br />
scheme to encourage the proliferation<br />
of electricity charging points in<br />
Gibraltar. We will focus on developing<br />
a strategy to make the installation<br />
of electricity charging points in the<br />
parking areas of residential estates,<br />
including private ones, a priority.<br />
NEW PARKING FACILITIES<br />
During the past term of Office,<br />
the parking offering has increased<br />
substantially throughout Gibraltar.<br />
Not only have the affordable estates<br />
of Mons Calpe Mews and Beachview<br />
Terraces seen cars that were once<br />
parked on the public highway park<br />
within the estates, but the building of<br />
the new schools will see the increased<br />
provision of parking beneath them.<br />
Furthermore, MidTown Car Park,<br />
Rosia Lane Car Park and Ocean Spa<br />
car parks have provided over new<br />
1200 parking spaces within the last<br />
term of office alone.<br />
Pay & Display (P&D) facilities provide<br />
the means to share on- street public<br />
parking. Without providing these<br />
facilities it is impossible to provide<br />
parking to residents and visitors who<br />
help sustain our economy via the<br />
purchases they make and monies that<br />
they spend in our many touristic and<br />
catering facilities throughout Gibraltar.<br />
There are close to 500 P&D Parking<br />
spaces throughout Gibraltar today.<br />
There are close to 1000 pay as you<br />
go parking spaces and over 1500<br />
Government rental parking spaces.<br />
P&D parking is essential to keep a city<br />
moving. By using different payment<br />
regimes, it is possible to control parking<br />
lengths of stays in certain areas where<br />
rapid parking turnover is critical to help<br />
increase business and trade. The latest<br />
P&D machines accept card payments<br />
which helps speed up the process<br />
at the payment points. Over time,<br />
cashless methods will be explored as<br />
is common in most cities especially as<br />
most people turn to cashless modes<br />
of payment as a more convenient and<br />
secure way of payment without the<br />
need to carry heavy coins. A new P&D<br />
facility within part of South Pavilion<br />
Car Park is planned and close to being<br />
completed to help facilitate the many<br />
that use the Central Hall facilities for<br />
social events such as parties and dance<br />
clubs together addressing the need for<br />
parking around St. Joseph’s School.<br />
DISABLED PARKING<br />
SCHEMES IMPROVED<br />
Over the last term, we have<br />
significantly improved disabled<br />
parking access through a variety of<br />
initiatives including the use of a new<br />
clock system, and allowing blue badge<br />
holders to park for up to 3 hours within<br />
residential parking zones.<br />
COMMERCIAL LOADING BAYS<br />
As part of the Residential Parking<br />
Scheme review process, feedback being<br />
received from commercial entities have<br />
been constantly assessed.The Ministry<br />
for Infrastructure and Planning have<br />
been working closely with both the<br />
Chamber of Commerce and the GFSB<br />
to find ways of making commercial<br />
deliveries easier both within the inner<br />
city and also within the established<br />
Residential Parking Zones.<br />
At the same time, the sensitivities<br />
of Main Street users have also been<br />
considered very carefully and the<br />
health and safety of pedestrians. To<br />
this end, commercial loading hubs were<br />
created along the inner city close to<br />
Main Street to facilitate deliveries. At<br />
the same time the delivery hours within<br />
Main Street were limited to 9.15am<br />
while providing an extra window<br />
for deliveries in the late afternoon.<br />
This scheme has worked well finding<br />
some balance to the different and<br />
often opposing needs. Furthermore,<br />
in close collaboration with both the<br />
Chamber and the GFSB new permits<br />
have been created to allow commercial<br />
activity aimed at businesses that need<br />
to deliver goods and services within<br />
areas captured within the Residential<br />
Parking Schemes. A <strong>GSLP</strong> / Liberal<br />
Government will continue working<br />
closely with all interested parties and<br />
stakeholders to find solutions that can<br />
help make the lives of residents and<br />
the business community better while<br />
ensuring the safety of all.<br />
We have also, as set out above,<br />
committed to allowing 24/7 delivery<br />
access to restricted areas of Main<br />
Street if deliveries are concluded on<br />
cargo, or e-cargo bikes.<br />
In addition, the <strong>GSLP</strong> <strong>Liberals</strong> have<br />
committed to developing a commercial<br />
park which will include commercial<br />
parking and warehousing facilities on a<br />
scale not previously seen in Gibraltar.<br />

Finally, we will develop better<br />
parking facilities at Sandy Bay and<br />
explore options for the deployment<br />
of a shuttle service between parking<br />
facilities at other east side beaches<br />
and Sandy Bay.<br />
RUNWAY TUNNEL<br />
There is now light at the end of the<br />
tunnel. We expect the tunnel to open<br />
by the end of the first half of 2020.<br />
The delays have been related to faulty<br />
workmanship by the contractor which<br />
the <strong>GSLP</strong> Liberal Government’s experts<br />
