Gibraltar exit the European Union. It<br />
is therefore important to investigate<br />
fully the options available to Gibraltar<br />
for representation at the Westminster<br />
Parliament instead.<br />
The <strong>GSLP</strong> <strong>Liberals</strong> will explore<br />
the possibility of representation<br />
for Gibraltar in the Westminster<br />
Parliament in a manner where<br />
Gibraltar retains all the constitutional<br />
powers that are currently exercised<br />
by the Government and Parliament of<br />
Gibraltar.<br />
UK - OVERSEAS TERRITORIES<br />
MINISTERIAL COUNCIL<br />
A <strong>GSLP</strong>/Liberal Government will<br />
continue the engagement with other<br />
UK Overseas Territories both within<br />
and outside the Joint Ministerial<br />
Council.<br />
This Council predates, and is separate<br />
to, the one on Brexit. It meets annually<br />
in London and asserts the right to<br />
self-determination, decolonisation<br />
and delisting of those UK Overseas<br />
Territories who wish it.<br />
RELATIONS WITH SPAIN<br />
The negotiations for the departure of<br />
the Member State United Kingdom<br />
and Gibraltar from the European Union<br />
provided the opportunity to talk to<br />
Spain as our nearest EU neighbour.<br />
Gibraltar and Spain met directly for the<br />
first time since Cordoba.<br />
Sometimes we met without the UK in<br />
the room. There were also meetings<br />
between UK, Gibraltar and Spain as<br />
well as with the EU.<br />
This process of variable geometry<br />
has worked very well and provided<br />
the opportunity to establish personal<br />
relationships and contacts. It led to<br />
Gibraltar’s inclusion in the Withdrawal<br />
Agreement with four Memoranda of<br />
Understanding and a Tax Treaty.<br />
This contact is notwithstanding the<br />
fact that we remain committed to a<br />
trilateral process of dialogue between<br />
Gibraltar, the United Kingdom and<br />
Spain.<br />
Normalised relations between<br />
Gibraltar and Spain based on positive<br />
dialogue and mutual respect would be<br />
to the benefit of all sides.<br />
Having said this, a <strong>GSLP</strong>/Liberal<br />
Government will have no hesitation<br />
in strongly defending our country and<br />
our rights.<br />
We will never let down our guard.<br />
We successfully saw off the hostile<br />
action against Gibraltar instigated by<br />
Foreign Minister Margallo. We will do<br />
so again if we have to.<br />
ECONOMIC COOPERATION<br />
Gibraltar is of considerable positive<br />
economic benefit to Spain and to the<br />
Spanish economy.<br />
There are over 15,000 people who live<br />
in Spain and work in Gibraltar.<br />
Gibraltar purchases over 1.5 billion<br />
euros worth of goods a year from<br />
Spain.<br />
Gibraltarians spend tens of millions of<br />
pounds a year on leisure activities in<br />
Spain.<br />
We account for 20% of the GDP of the<br />
neighbouring area of Spain and are the<br />
second largest employer for the whole<br />
of Andalucia.<br />
This means that Spain too should have<br />
a vested interest in cooperation with<br />
Gibraltar in order to increase further<br />
the shared prosperity that already<br />
exists.<br />
LOBBYING IN SPAIN<br />
In Government, the <strong>GSLP</strong> <strong>Liberals</strong><br />
will continue to explain the position<br />
of Gibraltar to politicians and to<br />
other opinion formers in Spain. It is<br />
important to take our message directly<br />
because the reality of Gibraltar is often<br />
distorted and misrepresented.<br />
We intend to maintain a positive<br />
working relationship with the Mayor<br />
of La Linea and with other nearby<br />
municipalities and, where possible,<br />
with provincial, regional and national<br />
authorities.<br />
We will continue to work with the<br />
Cross-Border group and with business<br />
organisations and trade unions in<br />
Spain.<br />
We will organise a Gibraltar Day in<br />
Madrid to make Gibraltar’s political<br />
and economic case and counteract<br />
the untrue myths propagated about<br />
our nation.<br />
GIBRALTAR AIRPORT<br />
The policy position of the <strong>GSLP</strong> and<br />
the Liberal Party is that Gibraltar is<br />
British from the lighthouse to the<br />
frontier fence, including the territorial<br />
sea around us and the airspace above.<br />
We maintain that while Gibraltar is<br />
part of the European Union, Gibraltar<br />
Airport must be included in applicable<br />
EU civil aviation legislation. This is also<br />
the position defended by the United<br />
Kingdom Government.<br />
In the event that the UK and Gibraltar<br />
were to leave the European Union,<br />
then Gibraltar airport will leave also<br />
and EU law will cease to apply.<br />
Aviation will then become a matter for<br />
discussion in the context of a future<br />
UK/EU air services agreement.<br />
THE MOD & THE ROYAL<br />
GIBRALTAR REGIMENT<br />
The Regiment is one of our most<br />
valued national institutions, alongside<br />
our law enforcement agencies. The<br />
Regiment must stay above the party<br />
political fray. We acknowledge that<br />
members of the Regiment have been<br />
Members of Parliament with different<br />
political parties in our history and they<br />
have made a valuable contribution in<br />
different areas of our public life. On<br />
the Regiment, we will seek a crossparty<br />
consensus so that at every stage<br />
we support the Regiment entirely on<br />
behalf of all Members of Parliament and<br />
not just Government Ministers. We<br />
have demonstrated our deep support<br />
for the Regiment. At every opportunity<br />
the <strong>GSLP</strong> Liberal Government has<br />
ensured that we have acted to show<br />
that support and to strengthen the<br />
Regiment. We will continue to do so.<br />
The men and women of the Regiment<br />
deserve no less.<br />
EIGHTIETH ANNIVERSARY<br />
This year The Royal Gibraltar Regiment<br />
celebrated the 80th anniversary of its<br />
formation. After eighty years of loyal<br />
and dedicated service to The Crown<br />
and Gibraltar, the Regiment has more<br />
than earned the right to be treated as<br />
an equal and take its rightful place “in<br />
the line” with the rest of the British<br />
Army.<br />
