RENTAL HOMES FOR THE ELDERLY<br />
We have already constructed excellent,<br />
high quality and well designed purpose<br />
built homes for the elderly which<br />
means that our elderly community<br />
can have a better standard of living<br />
and remain independent for longer.<br />
In addition to assisting our elderly<br />
community, most of whom are tenants<br />
of the rental housing stock, we will<br />
release further housing stock.<br />
We have already announced that we<br />
will construct further accommodation<br />
for the elderly at Bob Peliza Mews and<br />
at Chatham Views.<br />
We are also committed to further<br />
construction of purpose built flats for<br />
the elderly and will do so at the site of<br />
the Queen’s Cinema as we cannot think<br />
of a better use of this land than for the<br />
benefit of our elderly community. This<br />
will assist those elderly members of<br />
our community who live in the south<br />
district and want to move out of larger<br />
government rental homes.<br />
BISHOP CANILLA<br />
We have also completely refurbished<br />
Bishop Canilla House so that the<br />
elderly residents there live in a building<br />
that now looks brand new and all the<br />
problems of water penetration that<br />
tenants have had to endure since<br />
the building was built have all been<br />
resolved.<br />
REFURBISHMENT OF ESTATES<br />
We care deeply for the residents of our<br />
rental flats and we have invested in a<br />
major refurbishment of much of our<br />
rental stock which had been forgotten.<br />
We have devised a 10 year plan to<br />
ensure that all estates that have not<br />
yet been refurbished are brought up<br />
to standard and this will happen in a<br />
planned and organized way. We have<br />
already published our plans for Varyl<br />
Begg, Chilton Court and Edinburgh<br />
Estate, Willis’ House, Coelho House,<br />
Knights Court & St John’s Court and<br />
Schomberg. These will be high quality<br />
refurbishments.<br />
TENANTS ASSOCIATIONS<br />
We have established an excellent<br />
working relationship with the tenants<br />
associations that represent all estates.<br />
We will continue our close working<br />
relationship with them and always<br />
consult with them.<br />
HOUSING WORKS AGENCY<br />
In the Housing Works Agency we will<br />
agree a minimum manning level with<br />
the union and we will seek to bring the<br />
skills of the young people we train into<br />
this area.<br />
WILLIS’S ROAD PARK<br />
We note that the area of land to<br />
the north of Macfarlane House has<br />
fallen into disuse, is overgrown and is<br />
attracting rodents. We shall redevelop<br />
this area into a children’s play zone,<br />
given there is no such facility in that<br />
vicinity.<br />
MID HARBOURS ESTATE PARK<br />
WE have already engaged with the Mid<br />
Harbour Estate Tenants’ Association<br />
and committed to providing a new play<br />
park in the estate.<br />
THE WALKS & OTHER<br />
EX-MOD ESTATES<br />
Purchasers at the Walks, Trafalgar<br />
Heights, Naval Hospital Hill and other<br />
ex-MOD estates can rest assured that<br />
in Government the <strong>GSLP</strong> <strong>Liberals</strong> will<br />
ensure that any works required in<br />
respect of infrastructure (sewage etc.)<br />
will be carried out by the Government.<br />
Additionally, we will donate all the<br />
common areas in the area of The<br />
Walks to the Management Company<br />
(made up of the purchasers) to enable<br />
them to provide these to the tenants<br />
for a fee to be agreed between them<br />
and to form the basis of a sinking fund<br />
for the maintenance of the estate.<br />
AFFORDABLE ESTATES<br />
We will continue to support the<br />
existing affordable housing estates<br />
where remedial works are necessary<br />
arising from faulty workmanship at<br />
the development stage. We will also<br />
assist all estates in Gibraltar to became<br />
accessible. This is an important part of<br />
the continued work we are doing on<br />
equality and accessibility.<br />
LEASE RESTRICTIONS RELAXED AT<br />
AFFORDABLE ESTATES<br />
It is now thirty years since the <strong>GSLP</strong><br />
started the principle of affordable<br />
housing. The whole aim of such<br />
housing is that it should be available<br />
for owner occupation and not for<br />
speculation. We believe, nonetheless,<br />
that thirty years after the first<br />
conveyance of such properties, the<br />
resale restrictions in the underlease<br />
should no longer apply so long as the<br />
party selling has owned the property<br />
for at least ten years before the sale is<br />
effected.<br />
MONTAGU GARDENS<br />
The liquidation of the original<br />
developer of Montagu Gardens has<br />
caused concern amongst owners.<br />
We will assign the 50 year residue in<br />
the Montagu Gardens Lease to the<br />
Management Company. This will<br />
enable it to pass this residue to the<br />
underlease holders.<br />
MONTAGU CRESCENT<br />
We have finalised most of the works<br />
on this estate with some flats still<br />
requiring attention. Additionally we<br />
are working with the management<br />
company on the development of an<br />
estate office.<br />
HARBOUR VIEWS<br />
We have already started the process<br />
of selling the parking spaces at the<br />
prices that had been agreed. This<br />
was not proceeded with whilst the<br />
remedial works had been ongoing as<br />
the parking spaces had to be used to<br />
move vehicles around in the car park<br />
to accommodate the ongoing works.<br />
We will continue to work with the<br />
management company.<br />
SIR WILLIAM JACKSON GROVE<br />
Working with the management<br />
company of the estate we resolved<br />
historic issues as to arrears and<br />
worked on the creation of a new<br />
sinking fund. We also attended to the<br />
refurbishment of areas of the estate.<br />
We will continue to work with the<br />
management company on areas of<br />
Government’s responsibility.<br />
