UPPER TOWN PARKING<br />

Parking in the area of the Upper<br />

Town is a nightmare! In order to<br />

aleviate the problem, we will develop<br />

a new car park at Tankerville (over the<br />

water tanks) and one at the present<br />

site of the Plater Youth club. These<br />

will resolve the parking problem for<br />

Moorish Castle, Tankerville and all the<br />

area around. These park spaces will be<br />

for rental.<br />

NEW GLACIS ACCESS ROAD<br />

Working with the Tenants Association<br />

at Glacis, we have agreed to carry out<br />

works to provide for a new access<br />

between the new Ocean Spa Plaza and<br />

the old St Anne’s School. This will be<br />

possible once the school is demolished.<br />

MORE PARKING FOR GLACIS AREA<br />

& LAGUNA AREA<br />

We have already provided for a draw<br />

for rental spaces in the new Ocean<br />

Village tower on the site of the old<br />

Med Rowing Club. This is for tenants<br />

of the area of Glacis Road. Additionally<br />

we will allow for the rental of the<br />

spaces under St Anne’s and Notre<br />

Dame by tenants of Glacis and Laguna<br />

for use with vehicles registered to their<br />

housing tenancy address.<br />

PARKING PERMIT FEES<br />

We will introduce a concession rate<br />

for parking permits for pensioners. To<br />

avoid abuse, this will only be aviailable<br />

where the relevant vehicle is in the<br />

name of a pensioner and they are the<br />

only ones insured to drive the vehicle.<br />

TRAFFIC MANAGEMENT<br />

AND TACKLING<br />

CONGESTION<br />

SAFETY & PLANNING AUTHORITY<br />

Building on the STTPP, we will<br />

explore options for the creation of a<br />

new, centralised Road Traffic Safety<br />

and Planning Office to oversee and<br />

centrally manage traffic planning<br />

matters in the community, with a<br />

view to better managing all event/<br />

construction and other development<br />

impacts on traffic. We will further<br />

consider the development of policy to<br />

ensure that traffic impact assessment<br />

becomes a key consideration in<br />

relevant areas of community activity,<br />

including in respect of Development &<br />

Planning, Infrastructure and technical<br />

works and other event planning.<br />

SPEED CALMING MEASURES<br />

The <strong>GSLP</strong> <strong>Liberals</strong> were the first<br />

to oversee the deployment of<br />

speed cameras in various locations<br />

in Gibraltar. In addition to other<br />

traffic calming measures deployed<br />

in that time, we have seen both a<br />

positive response to these initiatives<br />

and witnessed a significant drop in<br />

offending. Keeping our roads safe for<br />

all users is a key priority for the <strong>GSLP</strong><br />

<strong>Liberals</strong> and we will therefore continue<br />

to review options for deployment of<br />

further such measures.<br />

ROAD RESURFACING SCHEME<br />

A comprehensive road resurfacing<br />

project has been carried out throughout<br />

most of Gibraltar tackling many roads<br />

that had been subjected to substantial<br />

abuse from construction traffic. We<br />

will continue to resurface our roads<br />

as part of a sustained resurfacing<br />

programme we will develop if elected<br />

into Government at the next election.<br />

NEW ROUNDABOUTS<br />

Two new roundabouts built in the last<br />

term of office at both Devils Tower<br />

Road and at Glacis Road have provided<br />

much needed driver options in these<br />

areas with the effect of reducing<br />

journey times and therefore emissions.<br />

PROTECTIVE BARRIERS<br />

The heightened global state of alert<br />

in respect of terrorism did not pass<br />

Gibraltar by. We have installed<br />

permanent Jersey Barriers formed<br />

variously in the shape of ornate<br />

cannons and the silhouette of the Rock<br />

of Gibraltar, thereby creating safety<br />

barriers for pedestrians which are the<br />

talk of the tourists too.<br />

It is envisaged that these Jersey<br />

Barriers will eventually give way to<br />

permanent/integrated retractable<br />

bollards and/or barriers.<br />

OLD STREET SIGNS<br />

We will continue with the very popular<br />

installation of traditional street signs<br />

capturing the names of streets as they<br />

are known in our local culture. We<br />

have already seen signs places at “La<br />

Calle Comedia”, (Castle Street) and “La<br />

Cuesta Mr Bourne” (Flat Bastion Road).<br />

SIGNAGE REVIEW<br />

A full signage review has now taken<br />

place showing the areas around<br />

Gibraltar where old signs need to be<br />

removed and new signs placed. The<br />

inevitable clutter of street signs is<br />

something that invariably builds up<br />

over time and reviews of this nature<br />

are necessary to assess the continued<br />

validity of signage.<br />

DERELICT VEHICLE CAMPAIGN<br />

As part of the STTPP, a derelict vehicle<br />

campaign is critical. By removing<br />

abandoned and derelict vehicles it is<br />

possible to free up parking spaces to<br />

allow better use of the limited parking<br />

stock available. Since 2015 over 1000<br />

cars have been disposed of as a result<br />

of being found abandoned on the<br />

public highway. If re-elected, the <strong>GSLP</strong><br />

<strong>Liberals</strong> will step up the pace of this<br />

campaign to help to release as much<br />

parking stock as possible.<br />

MOT TEST CENTRE<br />

If re-elected, the <strong>GSLP</strong> <strong>Liberals</strong> will<br />

conduct as assessment of the needs<br />

of the licensing department with a<br />

view to providing the best facility we<br />

can. The licensing department is a very<br />

busy ‘client-facing’ department and<br />

an audit of staffing requirements will<br />

be carried out to assess the resource<br />

requirements of a department which<br />

is experiencing sustained high demand<br />

from the community.<br />

DRIVING LICENCES<br />

Government has been working hand<br />

in glove with the DVLA (UK) to<br />

ensure that EU Member States apply<br />

the same rules on International<br />

Driving Permits (IDP) for Gibraltar<br />

issued driving licences as those<br />

of the UK to guarantee that local<br />

drivers may be able to drive within<br />

the EU, without the need for an<br />

International Driver’s Permit.<br />

A <strong>GSLP</strong> Liberal Government will<br />
