CONSOLIDATING PROTECTION OF<br />
THE ENVIRONMENT<br />
The importance of the Environment is<br />
such that, as is the case in some other<br />
countries, we will seek to embody<br />
the need for a safe and healthy<br />
environment in our Constitution. This<br />
will be of particular importance should<br />
we leave the European Union. We will<br />
set up an independent Environmental<br />
Tribunal which will include<br />
international experts, to investigate<br />
complaints in relation to infringements<br />
of Environmental Law.<br />
EU STANDARDS & BREXIT<br />
As we have stated on many occasions,<br />
a <strong>GSLP</strong> Liberal Government will keep<br />
environmental legislation up to date<br />
with the EU, even after Brexit, and will<br />
adopt EU standards and targets as the<br />
minimum for Gibraltar.<br />
EPIDEMIOLOGICAL STUDIES<br />
We will investigate the need for a<br />
regional epidemiological study but will<br />
in any case tackle all the known factors<br />
that contribute to illness caused by<br />
environmental factors.<br />
We are also announcing further<br />
exciting research initiatives such as the<br />
community-based research initiative<br />
set out in our pages on education in<br />
this manifesto.<br />
25 YEAR PLAN & CLIMATE<br />
CHANGE PLAN<br />
Our 25 Year Plan and our Climate<br />
Change Plan will set the course for<br />
environmental policy and action for<br />
Gibraltar for the next quarter of a<br />
century, with strict targets to which<br />
we will keep. This will encompass<br />
absolutely every area of environmental<br />
policy. This will reinforce <strong>GSLP</strong> Liberal<br />
Government policies such as green<br />
procurement, the green filter on<br />
Government activity and development<br />
and will also introduce new aims,<br />
objectives and concepts, some of<br />
which are presented in this <strong>Manifesto</strong>.<br />
CLIMATE RESPONSIBILITY<br />
We will achieve our carbon neutrality<br />
and carbon emissions targets as set out<br />
in the Climate Emergency Declaration.<br />
We will therefore arrive at Carbon<br />
Neutrality by 2030 and halve our<br />
emissions by 2035, and by 80% by<br />
2050, as set out in the Climate Change<br />
Act. These will be the worst cases and<br />
we will aim at achieving these earlier,<br />
by executing our structured Climate<br />
Change Plan. We will continue to keep<br />
a Greenhouse Gas Inventory and fulfil<br />
our obligations under the Compact<br />
of Mayors to reduce emissions of<br />
greenhouse gases for which Gibraltar<br />
is responsible.<br />
CLIMATE CHANGE ACT<br />
ENFORCEMENT<br />
We will abide strictly by the<br />
requirements of the Climate Change<br />
Act - also as a minimum objective.<br />
Actions will include:<br />
• setting periodic progress targets<br />
which constrain the amount of<br />
emissions in a given time period;<br />
• keeping to the new reporting<br />
framework, where the Minister will<br />
be required to lay reports containing<br />
prescribed information on progress<br />
before Parliament;<br />
• the creation of an independent<br />
advisory body, the Climate Change<br />
Committee, made up of a majority<br />
of recognised international experts,<br />
to advise the Government on how to<br />
reduce emissions over time and across<br />
the economy and, on any other matter<br />
relating to climate change, including<br />
adaptation to climate change;<br />
• introducing new trading schemes<br />
to meet the medium and long-term<br />
targets;<br />
