We believe it is important to ensure<br />

that officers who are elected to the<br />

Federation should be adequately<br />

remunerated.<br />

RGP ALLOWANCES<br />

For too long allowances paid to officers<br />

in the RGP have not been properly<br />

reviewed. For example, now that<br />

officers often rely on data connections<br />

for communications, there is an issue<br />

about the payment of an allowance<br />

for data packages. The same is true<br />

in other areas. We will work with<br />

the Federation and the RGP’s Senior<br />

Management Team to address these<br />

matters and modernise the payment of<br />

allowances.<br />

FINANCIAL CRIME<br />

The Government has provided the<br />

RGP with the requisite funding so that<br />

it can deploy its resources in the fight<br />

against financial crime.<br />

TRAINING & CONFERENCES<br />

The Government has substantially<br />

increased the RGP’s budget for<br />

training. For instance, the Government<br />

provided funding for the training of two<br />

Crime Scene Managers. The training<br />

has enabled the RGP to represent<br />

Gibraltar at international conferences<br />

across a variety of policing disciplines.<br />

We are of the view that the contacts<br />

established will have served the RGP<br />

and, by extension Gibraltar, well.<br />

LIVESCAN<br />

We made a considerable investment to<br />

acquire equipment and software that<br />

scans fingerprints electronically. The<br />

new equipment has improved the<br />

exchange of information with other<br />

law enforcement agencies around the<br />

world to enable the RGP to perform<br />

their duties even more effectively.<br />

MAPPA<br />

Making our community safe though<br />

effective public protection is of course<br />

one our highest priorities.<br />

We have set up a Strategic Management<br />

Board for the management of sex<br />

offenders (MAPPA) and have invested<br />

significantly in the robust training of<br />

all the key organisations concerned<br />

so that they can work together in the<br />

prevention and reduction of risk of<br />

such offences. We are committed to<br />

continue to fully support and resource<br />

MAPPA.<br />

PUBLIC PROTECTION - SEX<br />

OFFENDERS<br />

Another crucial area linked with<br />

safeguarding is that of public<br />

protection. The Government provided<br />

funds for the Care Agency to recruit<br />

two further therapists to provide<br />

therapeutic interventions to sex<br />

offenders. Systemic therapeutic<br />

interventions will now be provided<br />

to persons who have, unfortunately,<br />

suffered these offences as well as for<br />

the families of offenders.<br />

TOUGHER SENTENCING FOR<br />

PAEDOPHILES & VICTIMS VOICE<br />

We will increase the sentences for<br />

sexual offences, in particular offences<br />

involving children. We will do this after<br />

a consultation with Social Services, the<br />
