GILBERT LICUDI IS A PILOT, HAVING QUALIFIED FOR A PRIVATE PILOT’S LICENCE. HE HAS SERVED YOU AS MINISTER FOR<br />
JUSTICE AND EDUCATION SINCE 9 DECEMBER 2011. HE ALSO SERVED AS MINISTER FOR FINANCIAL SERVICES & GAMING<br />
FROM DECEMBER 2011 UNTIL JULY 2013 WHEN HE TOOK ON RESPONSIBILITY FOR THE GIBRALTAR FIRE & RESCUE SERVICE. AS<br />
MINISTER FOR EDUCATION, HE HEADED THE PROJECT LEADING TO THE ESTABLISHMENT OF THE UNIVERSITY OF GIBRALTAR.<br />
ADDITIONALLY, HE HAS DELIVERED THE 700 BERTH MARINA FOR SMALL BOATS. HE IS A BARRISTER AND A QUEEN’S COUNSEL<br />
AND IS CALLED TO THE BAR IN GIBRALTAR AND IN ENGLAND AND WALES. BEFORE BEING ELECTED, GILBERT PRACTISED<br />
AS A PARTNER OF ONE OF GIBRALTAR’S LEADING LAW FIRMS WHERE HE HAS ADVISED ON ALL TYPES OF COMMERCIAL<br />
TRANSACTIONS AND REGULARLY ADVISED BANKS, TRUSTEES AND PRIVATE CLIENTS ON GIBRALTAR COMPANY AND TRUST<br />
LAW. GILBERT HAS BEEN A MEMBER OF THE <strong>GSLP</strong> FOR OVER 30 YEARS, HAVING CHAIRED THE FIRST PUBLIC MEETING IN THE<br />
RUN UP TO THE <strong>GSLP</strong>’S FIRST ELECTION WIN. HE IS MARRIED AND HAS 2 SONS.<br />
THE FIRE & RESCUE<br />
SERVICE<br />
The safety of our community has<br />
been a top priority for a <strong>GSLP</strong>/Liberal<br />
administration. We have invested<br />
heavily in the last four years with<br />
a replacement of appliances and<br />
vehicles for the Gibraltar Fire and<br />
Rescue Service and the Airport Fire<br />
and Rescue Service.<br />
THE COMPLEMENT<br />
We will be reviewing the staffing<br />
complement of the GFRS as a result<br />
of safeguards being put in place for all<br />
the new highrise buildings. This will<br />
be facilitated by the introduction of a<br />
training team comprised of a tier of fire<br />
officers, which would greatly enhance<br />
our operational capabilities.<br />
EQUIPMENT FOR GFRS<br />
We will continue investing in our<br />
safety. With a greater number of high<br />
rise buildings in Gibraltar the need for<br />
appropriate resources to deal with an<br />
incident in one of these buildings is<br />
evident. We will provide funding for<br />
the purchase by the Gibraltar Fire and<br />
Rescue Service of a Turntable Ladder.<br />
This is an appliance with a boom ladder<br />
and rescue cage capable of reaching<br />
heights of over 30 metres and which<br />
can be used for both rescue and firefighting<br />
from above.<br />
FIREFIGHTER TRAINING<br />
Training of firefighters is of paramount<br />
importance. Our fire services officers<br />
have attended numerous training<br />
courses in the UK as well as an LNG<br />
Awareness and Incident Command<br />
course in the Netherlands. This will<br />
continue. In addition, it is vital that<br />
we have local training facilities. We<br />
have already provided the Gibraltar<br />
Fire and Rescue Service with a training<br />
area near Lathbury Barracks. This has<br />
proved to be invaluable.<br />
FIRE TRAINING FACILITY<br />
We will expand the training facilities<br />
in Gibraltar by providing a new and<br />
technologically advanced fire training<br />
facility in the area of the old refuse<br />
incinerator by Europa Advance Road.<br />
This will be enclosed and have the<br />
latest features from an environmental<br />
protection perspective with emissions<br />
expected to be close to zero. The<br />
facility will be available for fire and<br />
heat training for the Gibraltar Fire and<br />
Rescue Service, the Airport Fire and<br />
Rescue Service and the new Gibraltar<br />
Maritime Academy where basic<br />
fire training for seafarers will be an<br />
essential feature of the Academy.<br />
THE NEW FIRE STATION<br />
The provision of a new Fire Station<br />
is now long overdue. It has not been<br />
delivered yet due to negotiations with<br />
the preferred bidder for the Rooke site.<br />
This site is preferred as it is in the centre<br />
of town. It will be our commitment to<br />
start work on a new fire station within<br />
6 months of being returned to office.<br />
We will not let down our firefighters.<br />
THE PORT<br />
Many thousands of ships transit the<br />
Straits of Gibraltar every year. Up<br />
to one fifth of the world’s oil passes<br />
through the Straits, making it one of<br />
the most important waterways on the<br />
globe. The Gibraltar Port has taken<br />
advantage of the opportunities this<br />
creates to become one of the major<br />
ports in the area. We are now the<br />
number one port in the Mediterranean<br />
in bunkering volumes and have also<br />
acquired an excellent reputation for<br />
the quality of our service in other<br />
maritime services such as the supply<br />
of provisions, spares and lubrication<br />
oils, salvage operations, underwater<br />
hull cleaning, crew changes, ship<br />
repair, cruise calls as well as legal and<br />
financial maritime expertise.<br />
SUPERYACHT BERTH<br />
The creation of the new small boats<br />
marina has created over 500 metres<br />
of new berthing space for superyachts.<br />
We now have the facilities and<br />
infrastructure to accommodate the<br />
largest superyachts in the world.<br />
SMALL BOATS MARINA<br />
The marina which accommodates 700<br />
small boats has allowed hundreds of<br />
Gibraltarian families to enjoy access to<br />
the sea when this was previously not<br />
possible. It is a pleasure to see so many<br />
people enjoying these new facilities.<br />
