THE GIBRALTAR NATIONAL<br />
PARKS ACT<br />
In order to best achieve all of this and<br />
raise the profile of our heritage and<br />
natural heritage, WE WILL CREATE<br />
AN ACT OF PARLIAMENT TO<br />
CREATE AND PROTECT GIBRALTAR<br />
NATIONAL PARKS, to incorporate<br />
natural and historical features of<br />
Gibraltar, on land and in the sea, and to<br />
better promote it on the international<br />
stage.<br />
THE GIBRALTAR NATIONAL TRAILS<br />
As part of this process we will establish<br />
the GIBRALTAR NATIONAL TRAILS,<br />
incorporating existing and new paths<br />
around Gibraltar, which will also be<br />
protected by law.<br />
SMOKING IN KIDS PARKS<br />
We will ban smoking in children’s parks<br />
where our infants and young kids<br />
should not be exposed to breathing in<br />
secondary smoke.<br />
CHILDRENS PARKS MAINTENANCE<br />
We will deploy a more effective system<br />
for the maintenance of our children’s<br />
parks. In a Child Friendly City our parks<br />
must be up to standard all the time.<br />
This is an area in which we will seek to<br />
further improve our performance.<br />
OUR WATERS<br />
We will continue to consult all the<br />
bodies represented in the Fishing<br />
Working Group to continue to improve<br />
the management and protection of<br />
our marine resources, and ensure that<br />
fishing in BGTW is sustainable. With<br />
this aim, we will together revise as<br />
necessary the need to establish closed<br />
seasons for certain species, and to<br />
provide temporary protected areas to<br />
increase their populations.<br />
MARINE REGULATIONS<br />
We will continue to work with the<br />
Fishing Working Group and its<br />
constituent groups to improve the<br />
Marine Regulations and review<br />
licensing regimes and the managing<br />
and reporting of catches.<br />
GFSA ACCESS<br />
We will ensure that any sea front<br />
development is accessible by the public<br />
and as far as possible provides facilities<br />
for shore anglers in consultation with<br />
GFSA.<br />
ENVIRONMENTAL MARINE UNIT<br />
We will provide additional resources,<br />
including a new vessel for the<br />
Environmental Protection and research<br />
Unit, which was created by the <strong>GSLP</strong><br />
Liberal Government, so that they are<br />
better able to enforce our marine<br />
protection laws at sea.<br />
OPERATION BAYWATCH<br />
We are committed to exploring the<br />
possibility of reintroducing what were<br />
known as the “Baywatch” meetings<br />
in order to improve the safety of<br />
boat users in BGTW and to ensure<br />
the development of joint strategies<br />
between the different enforcement<br />
agencies that play a role in protecting<br />
BGTW from illegal activity. Invitation<br />
to these meetings would be extended<br />
to Customs, the Royal Navy, the<br />
RGP, the GDP and the Environment<br />
and would improve communication<br />
between the different authorities as<br />
well as creating the possibility of a<br />
‘BGTW rota’ to be formed whereby at<br />
least one vessel would be out within<br />
BGTW at all hours of the day.<br />
CLEANING STATION<br />
Local anglers at the Small Boats Marina<br />
currently do not have access to a<br />
‘cleaning station’ which would allow<br />
fishermen to process their catches.<br />
Fishing in Gibraltar is an age-old<br />
tradition and one that we continue<br />
to promote sustainably, therefore it<br />
is proper for fishermen to be able to<br />
utilise a station which can be used to<br />
safely and hygienically clean the fish<br />
which they catch.<br />
ANGLING SITES<br />
We will restore and refurbish existing<br />
angling sites like the South Mole and<br />
the Detached Mole so that they are<br />
safe and usable by the fishing clubs.<br />
SEWAGE TREATMENT PLANT<br />
We will proceed with the construction<br />
of the sewage treatment plant,<br />
now that the preliminary stages are<br />
complete, with a revised design that<br />
will not impact negatively on the<br />
landscape of Europa Point.<br />
BUNKERING SAFE DISTANCES<br />
We will review the minimum distance<br />
allowed for bunkering vessels from the<br />
shore.<br />
SEA GRASSES<br />
We will continue our work to reintroduce<br />
sea grasses into our marine<br />
habitats, given their importance to<br />
both biodiversity and the production<br />
of oxygen.<br />
ENERGY AND AIR QUALITY<br />
CLEANER, SECURE ENERGY<br />
FROM LNG<br />
The decision of the <strong>GSLP</strong> Liberal<br />
Government to abandon the GSD’s<br />
diesel burning power station at<br />
Lathbury was the right decision. We<br />
now have a new LNG Power Station on<br />
the grid shortly to be providing most of<br />
our supply of electricity from a much<br />
less polluting fuel. We now also have<br />
energy security and the knowledge<br />
that we have the generating capacity<br />
our community needs.<br />
POWER GRID<br />
At the same time as we have invested<br />
in the new power station, we have also<br />
invested in the distribution system.<br />
This means that our grid is now more<br />
modern. The investment continues and<br />
we will ensure that we have finished<br />
upgrading the whole of the grid during<br />
the course of our next term of office.<br />
AIR QUALITY<br />
Good air quality is essential for good<br />
health and quality of life. Although a<br />
great deal still needs to be done, air<br />
quality has improved markedly over the<br />
past eight years, with our monitoring<br />
stations achieving EU compliance for<br />
the first time ever over the past two<br />
years. Progress on power generation<br />
has been a main contributor to this<br />
improvement.<br />
AIR QUALITY COMMISSION<br />
We will set up an Air Quality<br />
Commission to monitor and advise the<br />
Government on all matters related to<br />
air quality.<br />
AIR QUALITY MONITORING<br />
We will continue to expand the<br />
air quality monitoring network as<br />
