OLD DIESEL PLANTS<br />
DECOMMISSIONED<br />
By the end of <strong>2019</strong> we will<br />
decommission all the old diesel power<br />
generating plants.<br />
AIR POLLUTION CONTROL PLAN<br />
We will introduce and strictly apply an<br />
Air Pollution Control Plan. Our targets<br />
within this plan will include:<br />
• Solar thermal installations at all<br />
community sports and educational<br />
facilities;<br />
• solar powered street lighting;<br />
• energy efficiency programmes for<br />
Government buildings.<br />
• continuing to roll out smart meters<br />
and will work towards developing a<br />
‘smart city’ that will provide the highest<br />
possible level of energy efficiency.<br />
SMART CITY ENERGY EFFICIENCY<br />
We will work towards developing<br />
a ‘Smart City’ that will provide the<br />
highest possible level of energy<br />
efficiency.<br />
VEHICLE EMISSIONS<br />
We will further reduce vehicle<br />
pollution and will encourage transition<br />
from petrol and diesel to hybrid and<br />
electric vehicles (EV). We will reinforce<br />
the Government’s current policy as<br />
a minimum of not registering private<br />
vehicles that are not at least hybrids by<br />
2030 and only registering those that<br />
are fully electric by 2035.<br />
GOVERNMENT FLEET<br />
We will lead by example, and all<br />
Government vehicles purchased as<br />
from 2020 will be hybrid or electric<br />
unless there are no models suitable for<br />
the purpose.<br />
INCENTIVES FOR ELECTRIC<br />
We will offer further incentives to EVs,<br />
such as:<br />
• providing fast charging points in all<br />
Government facilities;<br />
• electric vehicle only parking spaces<br />
in Government facilities<br />
• completing the process already<br />
started of providing fast charging<br />
points around Gibraltar;<br />
• ensuring all estates provide charging<br />
points for residents<br />
HEAVY GOODS FLEETS<br />
We will introduce a programme of<br />
conversion of heavy goods fleets to<br />
low emission vehicles.<br />
CAR POOLING<br />
We will encourage car pooling systems<br />
for school children, shopping, etc.<br />
TUNNEL VENTILATION<br />
We will introduce active ventilation<br />
in Dudley Ward and Keightley Way<br />
tunnels. We will also enhance these<br />
with better lighting where necessary<br />
and seek to make pedestrian access<br />
safer.<br />
SHIP EMISSIONS<br />
We will immediately introduce<br />
legislation to control emissions from<br />
ships, especially black smoke.<br />
COLD IRONING<br />
We will provide shore power (‘cold<br />
ironing’) for vessels at the Extension<br />
Jetty and will require commercial<br />
entities such as Gibdock to do so also.<br />
GIBDOCK<br />
We will ensure that Gibdock operates<br />
in a manner that does not pose a<br />
health risk to the surrounding areas.<br />
If our renegotiations on the lease<br />
do not enable us to ensure full and<br />
proper compliance with the highest<br />
environmental standards, we will not<br />
renew the Gibdock lease and redevelop<br />
the areas released into a mix of high-<br />
