highest standards.<br />

ENVIRONMENT - THE CLIMATE<br />

EMERGENCY<br />

We will establish a Select Committee<br />

of the Parliament on the Climate<br />

Emergency. We will offer that this<br />

committee should – exceptionally and<br />

in recognition of the global, cross party<br />

nature of this problem – be co-Chaired<br />

by the Chief Minister and the Leader of<br />

the Opposition.<br />

PROMOTING WALKING IN<br />

GIBRALTAR<br />

Having conducted a thorough<br />

review of crossing points in Gibraltar<br />

and taken action to make the vast<br />

majority, if not all, of these points<br />

disability friendly, we will now embark<br />

on a review of pedestrian traffic in<br />

Gibraltar, identifying areas where<br />

the interaction between pedestrian<br />

and vehicular traffic is problematic to<br />

determine the appropriate solutions,<br />

such as the protection of pedestrians<br />

behind railings and the increased use<br />

of pelican crossing.<br />

NOISE POLLUTION<br />

Despite being a bustling, thriving city,<br />

there is plenty we can do to tackle<br />

sources of noise pollution. The noise<br />

made by old and dirty diesel power<br />

stations will give way to far quieter,<br />

cleaner methods of energy production<br />

in LNG - but we can do more.<br />

VEHICLE EXHAUST NOISE<br />

On our roads, we will tighten legislation<br />

and provide our authorities with the<br />

equipment they need to clamp down<br />

on unnecessarily and illegally loud<br />

exhaust systems, whether through lack<br />

of repair or intentionally. Loud exhaust<br />

systems are a blight on Gibraltar’s<br />

soundscape and can only effectively<br />

be tackled with the use of mobile<br />

decibel meters and on the spot, fixed<br />

penalty notices<br />

CONSTRUCTION NOISE<br />

In construction, with the adoption of<br />

quiet piling methods and other strict<br />

controls on operating timeframes<br />

imposed on developers, we have come<br />

a long way in mitigating noise pollution<br />

from construction projects which,<br />

necessarily, form a significant part of<br />

Gibraltar’s economy. We will continue<br />

to work with our strategic partners to<br />

minimise, wherever possible, the noise<br />

and other pollution resulting from<br />

property development.<br />

CLEANLINESS<br />

The workers of the new Government<br />

contractor of cleaning services,<br />

Britannia will be provided with the<br />

latest cleaning equipment.<br />

SOCIAL MEDIA REPORTING APP<br />

Housing Issues, Environment Issues,<br />

Sewer Issues, Identified Road Issues,<br />

Illegal Works, Electricity Issues, Water<br />

Issues etc, all of these are now routinely<br />

reported to the whole community and<br />

world on social media instead of being<br />

reported to the relevant authorities for<br />

action. The younger generations do<br />

not go anywhere without their smart<br />

phones and the older generations<br />

have caught on too. We will therefore<br />

develop pages for public reporting on<br />

popular social media platforms and a<br />

reporting App. The working title for<br />

this will be “The Public Inspector App”.<br />

This will be designed as an easy to use<br />

App which allows the Public to report<br />

any incident/issue.<br />

EDUCATION<br />

EDUCATION<br />

Education has progressed under the<br />

<strong>GSLP</strong> <strong>Liberals</strong> like never before. We<br />

have built 6 excellent new schools, with<br />

another 6 under way in the advanced<br />

planning stages. We have introduced<br />

co-education, aligned school years to<br />

the Key Stage education programmes<br />

and introduced vocational courses<br />

for older students. We have made<br />

the Special Needs Co-ordinators<br />

(SENCOs) full time, allowing them<br />

to dedicate themselves more to the<br />

children. We have provided Learning<br />

Support Assistants in all upper Primary<br />

(Middle) School classes in order to<br />

support mixed ability learning which<br />

we have introduced.<br />

For the first time ever, we have full<br />

time counsellors in our school system<br />

and we are supporting and training<br />

teachers in dealing with the mental<br />

health of students. We are providing<br />

more scholarships than ever before.<br />

We have extended the arrival time<br />

to school in order to help working<br />

families and reduce congestion. We<br />

have begun the process of providing<br />

hot school lunches.<br />

The list is almost endless. But while we<br />

have further plans for improvement<br />

to build on all that we have already<br />

done, we are determined to continue<br />

supporting the teachers who perform<br />

the task of forming the skills and<br />

character of our future generations<br />

so well. Importantly, throughout the<br />

education system we will concentrate<br />

on life skills and self improvement of<br />

our children and young people. We will<br />

widen the options available and work<br />

with the teachers to make learning<br />

enjoyable and fulfilling.<br />

NEW SCHOOLS<br />

We have delivered the two new<br />

Comprehensive Schools at Bayside<br />

and Westside. These are really state<br />

of the art facilities that are amongst<br />

the best schools in Europe if not the<br />

world. Additionally the new complex<br />

at St Anne’s and Notre Dame has<br />

enhanced the are of Glacis, Laguna<br />

and Winston Churchill Avenue. We<br />

will continue negotiations to relocate<br />

the petrol station next to Notre Dame<br />

School. We will complete the new St<br />

Martin’s School soon after the end of<br />

<strong>2019</strong> and, Governor’s Meadow School<br />

and Bishop Fitzgerald School in 2020.<br />

NEW GIB COLLEGE<br />

We will commence work shortly on<br />

the new Gibraltar College, a building<br />

which will reflect its increasing role<br />

in developing education in their<br />

sector, including adult education,<br />

and introducing a wide range of<br />

vocational courses. The designs<br />

will be developed in detail with the<br />

teaching staff of the College.<br />

NEW SCHOOLS PROGRAMME<br />

The new schools programme is a<br />

key part of the work we are doing<br />

in modernising every aspect of<br />

education, including the fabric of our<br />

schools. By the time we complete<br />

this programme of investment in our<br />

schools, every school in Gibraltar will<br />

have been built by the <strong>GSLP</strong>, most with<br />

the Liberal Party. The only ones not<br />

...aspire to the best Gibraltar<br />
