through a variety of measures.<br />
As a key component of tackling the<br />
noise and environmental pollution<br />
in Gibraltar, THE <strong>GSLP</strong> LIBERALS<br />
ARE COMMITTING TO MAKING<br />
A MINIMUM INVESTMENT OF<br />
£10 PER CAPITA IN CYCLING,<br />
AN UNPRECEDENTED LEVEL<br />
OF INVESTMENT IN CYCLING<br />
INFRASTRUCTURE, AWARENESS<br />
AND SAFETY PROGRAMMES THAT<br />
FULLY COMMITS THIS COMMUNITY<br />
TO A MODERN, SUSTAINABLE AND<br />
HEALTHY FUTURE OF TRANSPORT.<br />
CYCLING PROMOTION<br />
ASSOCIATION<br />
We will establish a local Cycling<br />
Promotion Association, working<br />
with stakeholders and centralising all<br />
strategy and investment in cycling.<br />
The Association will head up and<br />
coordinate all marketing, strategic<br />
and educational incentives in tandem<br />
with the many cycling clubs already<br />
constituted in Gibraltar.<br />
RIDE TO WORK<br />
We will explore options for the<br />
establishment of a Ride to Work<br />
scheme to enable employers to join<br />
the community in encouraging the<br />
use of cycling as a mode of transport<br />
for their employees. Through a<br />
combination of tax advantages and<br />
leasing arrangements, together we<br />
can have a real impact on the choices<br />
our workers make, something which is<br />
critical in Gibraltar given the number<br />
of cross-border workers we welcome<br />
to Gibraltar every day.<br />
CYCLING DELIVERIES<br />
We will also make it possible for<br />
businesses to make and receive<br />
deliveries up and down the<br />
pedestrianised areas of Gibraltar<br />
during the whole of the working day<br />
if those deliveries are made by bicycle.<br />
The explosion in the number and<br />
variety of cargo bicycles available today<br />
mean that businesses can realistically<br />
make the choice to conclude at least<br />
part of the daily deliveries by bicycle,<br />
enabling businesses to make full use<br />
of the business day. Investment in<br />
cargo bikes by local businesses will be<br />
met with the support of a <strong>GSLP</strong> Liberal<br />
Government, which will incentivise<br />
this investment both fiscally and by<br />
making access to Main Street available<br />
to these vehicles 24/7.<br />
BICYCLE INFRASTRUCTURE<br />
Cycling is growing in Gibraltar and<br />
as more cycling parking is installed,<br />
more bicycles just seem to appear and<br />
that can only be a good thing. Our<br />
latest bicycle rack delivers that strong<br />
environmental message that where<br />
you can park just one car, 10 bicycles<br />
can park instead. At Europort alone,<br />
considered today as the cycling hub of<br />
Gibraltar, there are over 170 spaces for<br />
bicycles to park. To encourage cycling<br />
as a truly viable alternative mode of<br />
transport, cycling needs to be made<br />
convenient. By providing parking close<br />
to popular amenities cyclists benefit<br />
from rapid and effective access to their<br />
destinations without needing to spend<br />
time looking for a place to lock up their<br />
bicycles.<br />
ADVANCED BICYCLE STOP LINES<br />
Also known as advanced stop boxes,<br />
these provide an important safety<br />
feature for cyclists within a busy urban<br />
environment. They allow cyclists to<br />
stop beyond the stop line for general<br />
traffic at traffic lights and therefore<br />
provide cyclists with a head start once<br />
traffic lights turn green. If re-elected,<br />
a <strong>GSLP</strong> Liberal Government will be<br />
providing these at certain key locations<br />
throughout Gibraltar.<br />
BICYCLE PARKING APP<br />
A new <strong>GSLP</strong> Liberal Government will<br />
be setting up an app to assist cyclists<br />
to locate the many bicycle parking<br />
racks available throughout Gibraltar.<br />
SEGREGATED BICYCLE LANES<br />
If returned to office, a <strong>GSLP</strong> Liberal<br />
Government would continue to<br />
promote cycling as an alternative<br />
means of transport, creating segregated<br />
cycling lanes where possible to help<br />
encourage people who may be unsure,<br />
afraid or simply cautious, to be able to<br />
feel safer. For segregated bicycle lanes<br />
to be truly meaningful and safe, they<br />
must be planned very carefully joining<br />
up areas of importance to cyclists<br />
creating cycling corridors. Creating<br />
short lengths of segregated lanes is<br />
of little use and may often be more<br />
dangerous than not having these lanes<br />
at all. The new airport tunnel will have<br />
a segregated cycle lane throughout<br />
the whole length of the tunnel so that<br />
cyclists will be able to cycle safely away<br />
from vehicular traffic and separate to<br />
pedestrians. The creation of these<br />
cycling corridors will be critical in<br />
order to take the cycling transport<br />
vision to the next level. The planning<br />
of segregated cycling lanes has already<br />
begun and next term would see these<br />
become a reality.<br />
A NEW CONNECTION BETWEEN<br />
QUEENSWAY AND ROSIA ROAD<br />
We will also explore options for<br />
providing a connection between<br />
Queensway (south) and the<br />
promenade on Rosia Road, also known<br />
as ‘La Bateria’. To the extent that such<br />
a connection may enable users to<br />
avoid Ragged Staff and the Trafalgar<br />
Interchange, it is envisaged that a<br />
connecting path would be limited to<br />
pedestrian/cycle traffic only.<br />
ENCOURAGE WALKING:<br />
WALK THE WALL<br />
We are thrilled to have announced, in<br />
this manifesto, a Gibraltar rendition of<br />
the ‘Highline’ park found in Manhattan,<br />
our own ‘Walk the Wall’ experience<br />
which, in addition to being what<br />
we are certain will become a major<br />
tourist attraction, will also enhance<br />
the options for cycling and walking in<br />
Gibraltar from a utility perspective too.<br />
We plan to create, to the extent<br />
possible, an uninterrupted walking/<br />
cycling route segregated from other<br />
vehicular traffic from Orange Bastion<br />
on Line Wall Road all the way to Little<br />
Bay and potentially beyond. Pulling<br />
together initiatives that we hope will<br />
lead to the construction of paths and<br />
walkways along the city walls, through<br />
to Rosia Road (La Bateria) and beyond<br />
towards Rosia Bay, we will also be<br />
exploring the idea of a path along<br />
the cliff face around the outside of<br />
Parson’s Lodge and beyond to Little<br />
