investigations have been completed. They should know that we are their bosses because we pay taxes, so that they can get<br />

their salaries. They should respect us. They have been harassing us alot. A suspect must not stay in police cells for more than<br />

three days, and if investigations have not been completed, that suspect must be released. As long as one is not infringing on<br />

another person’s rights and freedoms, he or she should be free to own property and can live in any part <strong>of</strong> the country. (I’m<br />

about to finish please).<br />

The <strong>of</strong>fice <strong>of</strong> ombudsman, to deal with cases <strong>of</strong> human rights violation, should be created. The Provincial Administrations<br />

should be abolished, because it has been seen to be a liability to the society. There should not be a requirement, or a licence,<br />

for political meetings; and other meetings <strong>of</strong> national importance.<br />

The currency should have the portrait <strong>of</strong> the founding father <strong>of</strong> the Nation, and other nationalistic pictures such as pictures, <strong>of</strong><br />

our beautiful wild animals, our KICC for instance, Mt. Kenya, Court <strong>of</strong> Arms, Kenyan map, National Flag. We foresee that,<br />

we’ll be having a very huge turnover <strong>of</strong> Presidents, everytime, and then we shall be required change the currency. We would<br />

like to have a standard way <strong>of</strong> our currency.<br />

Finally, last but not least, there should be no political zoning. This is where we find problems <strong>of</strong> opposition zones, the so called<br />

opposition zones, being denied development because they voted for another candidate <strong>of</strong> their choice.<br />

We have very bad roads in Central Province for instance, just because Central Province did not elect the current government.<br />

We would like to have a system <strong>of</strong> government, which will allow us to manage our own resources, from our local areas so that<br />

we can benefit fully from our sweat. I beg to stop there thanks.<br />

Boniface. Mbaiya: Habari zenu, mine is just to be very brief because I did’nt have any written memorandum. There are a<br />

few points I would like to emphasize that have been mentioned here earlier.<br />

The first one is the issue <strong>of</strong> police brutality. We have been having alot <strong>of</strong> police brutality in this country, especially here Wangigi,<br />

because when you just walking at around 6:30 or 7.00 pm, on your way home, sometimes you are chased away, or arrested<br />

and you are taken to the cells for no apparent reason at all. So may be the Constitution that you are trying to come up with,<br />

should have specific clauses to deal with these issues.<br />

The issue relates to the powers which are vested on the President by the Constitution. You realise that those powers are so<br />

enormous. The person who is heading the government is bound to misuse them. So may be they should be limited to a certain<br />

level, whereby the Parliament should be able to control the President rather than the President having excessive powers, even<br />
