About major crimes, I want to say that, in the list <strong>of</strong> the crimes that are punishable by death, like murder or robbery with<br />

violence, they should also include all those <strong>of</strong> economic plunder <strong>of</strong> the government and its chief executive, so that any person<br />

responsible for bringing the economy to its knee, should tell the hangman.<br />

The Presidency: I want to propose that most <strong>of</strong> the Powers <strong>of</strong> the President should be delegated to Parliament, because<br />

Parliament represents the will <strong>of</strong> the electorate and the people. So we want a government for the people, <strong>of</strong> the people, and by<br />

the people. So Parliament should take most <strong>of</strong> the powers <strong>of</strong> the President so that we will have a government that takes care <strong>of</strong><br />

the needs <strong>of</strong> the persons. I want also to say that, the head <strong>of</strong> state should not appoint the police Commissioners, he should not<br />

appoint people like head <strong>of</strong> parastatals; because they have brought the economy to its knees. I want to say that a retired head<br />

<strong>of</strong> states should not hold any public <strong>of</strong>fice, even a party post, and this should be subject upon whom his retirement package is<br />

released.<br />

About the legislature, I want to say that much <strong>of</strong> the powers vested on the President should be delegated to members <strong>of</strong><br />

Parliment; because they represent the will <strong>of</strong> the Kenyan people. So every power that is seen as excess in the President should<br />

be relegated to Parliament. It should have its own timetable and the Speaker <strong>of</strong> the National Assembly should assent to bills, to<br />

avoid malicious delays by the head <strong>of</strong> state.<br />

Human rights must be adhered to, and the Constitution must protect against those who abuse the rights, even the government.<br />

The Kenyan man should be assured <strong>of</strong> the right <strong>of</strong> expression, the right <strong>of</strong> association, and each and every other right, in the bill<br />

<strong>of</strong> rights.<br />

About the Electoral Commission, the chairman should be appointed by Parliament, to ensure his independence. The<br />

Commissioners must come from each political party, having the same number <strong>of</strong> Commissioners, so as to ensure their<br />

independence and accountability. On electoral laws I want to say that no state machinery should be used in any way in election<br />

’s campaigns; since that amounts to looting from the public c<strong>of</strong>fers. The machinery includes <strong>of</strong>ficial vehicles, or cars for<br />

government <strong>of</strong>ficials, state security for the cumbent President. All Presidential candidates, should be provided with fulltime<br />

security. The winning Presidential candidate, must ganer more than half, failure to which he will face a run<strong>of</strong>f with the second<br />

candidate. All ballot boxes must be transparent.<br />

I want to say that the Constitution must guard against itself. The Commissioners owes it to Kenyans that the Constitution must<br />

be adhered to. It must have its own teeth and mechanisms, to punish those who disobey it because it is the worst Vice,<br />

because the government abuses the Constitution with impunity. So it should guard against its own abusers.<br />
