is possible that the government, will be able to define comparative advantage, in the nature-now this is response to globalization.<br />

Comparative advantage combination, distribute the information to the population that makes it the good for the people. There<br />

are examples that we can talk about here. We can talk about Thailand whereby they made DHA drug, this quoting from the<br />

Development Report <strong>of</strong> 2001, by UNDP. It has been used protect the resistance <strong>of</strong> Malaria to Quinin Drug. Moreover, we<br />

have in Cuba, whereby Meningitis vaccine which was a amended in late in the 1980’s, through through public funded research,<br />

we have heard Meningitis vaccine that local industry has been able to invest in. And now even multinationals such as Glaxo<br />

SmithKline Beecham, are looking forward to getting such kind <strong>of</strong> an item. Whereby we have home grown ideas that can be<br />

used to leap frog and have development <strong>of</strong> the people.<br />

I can see our Commissioners here, and the kind <strong>of</strong> materials they are using, I don’t know where we have left technology, apart<br />

from maybe the PA system. I think the Internet should not be a million shilling enterprise in this country. Some people say it<br />

should be something that people can have visas all over; and people can be able to afford the Internet cheaply. Because it is<br />

wireless, instead <strong>of</strong> this infrastructure whereby we have copper wires, that are poor in delivery. We can’t talk about the<br />

ambitious fibre optic, because suddenly that is expensive and I don’t think it is cost effective as far as technology, is concerned.<br />

In having distribution <strong>of</strong> the Internet, we will be able to encourage growth <strong>of</strong> the economy through technology, instead what the<br />

internet is whereby it is a tool <strong>of</strong> writing mail, browsing upon and other funny kind <strong>of</strong> things.<br />

Finally, I would wish to talk about our education system.<br />

Mwangi Ngamate: I am talking about our Education System. I think the Constitution should be made in a particular way that<br />

it is always going to challenge the education system, in a manner that it can generate feedback, and really tell whether we need<br />

the education system or not. The current Constitution does not. So that if at all we can know all the requirements that we have<br />

for example, technical, we need more technical matters as opposed to social sciences. If at all our Constitution can be able to<br />

dictate, that that is the requirement <strong>of</strong> our education system, then I think we can be at a better position; and think or do away<br />

with, other ambitious projects such as the 8-4-4; which <strong>of</strong> the 17 years that it has been in existence has proven to have added<br />

nothing to the economy, apart from making people, invest only in education that has no returns instead <strong>of</strong> people having some<br />

money that they could invest elsewhere as parents; instead <strong>of</strong> just paying fees, fees, fees, fees every day. Thank you, unless<br />
