Jackson Ndirangu: Thank you for the opportunity and I would first like to express my thanks to the <strong>commission</strong>, and<br />
especially the chairman, for first joining the Ufungamano House, with the Paliamentary Committee. I think that he has got the<br />
interests <strong>of</strong> Kenyans at his heart and therefore I appreciate the initiatives <strong>of</strong> the force he has put to bring the two parties<br />
together. So I congratulate the <strong>commission</strong>, and we so much trust the <strong>commission</strong> will actually deliver a Constitution, that will<br />
make Kenya a better place to live in. Here I give my proposals on how I would like my country to be governed. I have<br />
actually summarised it, and therefore I will just read it in summary, and if you have any question, I will be there to answer you. I<br />
will be in that position.<br />
First is the Presidential powers: The Presidentail powers should be trimmed, and instead <strong>of</strong> the powers, Parliament would be<br />
made more powerful. All Presidental appointments, and also all Presidential instituted <strong>commission</strong>s <strong>of</strong> enquiries, all government<br />
purchases like the Presidential jet and also some projects like the Eldoret Airport; which have actually atrracted a large sum <strong>of</strong><br />
money, that is actually making Kenya go down to economically. I would also propose a vying President, to have a running<br />
mate for the Vice Presidency.<br />
On the Judiciary, I would like the Judiciary to be protected by the law, from political interferance or manipulations. Judges and<br />
other members <strong>of</strong> Judicial system involved in corruption, or breaching <strong>of</strong> laws should should be dismissed. Special courts<br />
should be forced to look into police brutality, human rights abuse, children’s abuse, and disabled people’s abuse.<br />
In Education, the government <strong>of</strong> the day should provide free and compulsory education in primary schools. Civic education<br />
should be enjoined in the current school’s syllabus; to make people aware <strong>of</strong> their Constitution. Because, as I stand here now,<br />
I am about 28 years, and I don’t know anything <strong>of</strong> our current Constitution, but I thank God because they have actually made<br />
me come this far peacefully. Also on education, I would propose, formation <strong>of</strong> an Independent Commission, which would like<br />
at teachers welfare such as salaries, working conditions, transfers, promotion, recruitment and retirement exercises. Schools<br />
administration and management and uses <strong>of</strong> school funds, student (inaudible word) in schools. Also the <strong>commission</strong> should look<br />
at school dirt, sanitation facilities, water availability e.t.c. The <strong>commission</strong> should also ensure dialogue exists in these schools or<br />
learning institutions between the administration and their students. I would also propose that, the National Examination Council,<br />
laws should be <strong>review</strong>ed, for the selection <strong>of</strong> high marks pass, should be done on merit, and not on regional basis.<br />
On land, the law on land ownership transfer should be <strong>review</strong>ed to prevent the current illegal allocation <strong>of</strong> public land to private<br />
developers. Our genuine squartters should be settled on government land through a proper policy. Also the government should<br />
establish a funds skim to develop desert regions through irrigation.<br />
On electoral process: The Electoral Commission should be independent and neutral, whereby the chairman and the<br />
