AERODROME OPERATIONAL PLANNING (AOP) <strong>—</strong> FASID<br />

INTRODUCTION<br />

1. The Standards, Recommended Practices and<br />

Procedures to be applied and related guidance material are as<br />

listed in paragraph 3, Part III <strong>—</strong> AOP of the AFI Basic ANP.<br />

The material in this part complements that contained Part I <strong>—</strong><br />

BORPC of the Basic ANP and should be taken into consideration<br />

in the overall planning processes for the AFI region.<br />

2. This part contains the details of the facilities and/or<br />

services to be provided to fulfill the basic requirements of the<br />

plan and/or as agreed between the provider and user States<br />

concerned. Such agreement indicates a commitment on the<br />

part of the State(s) concerned to implement the requirement(s)<br />

specified. This element of the FASID, in conjunction<br />

with the AFI Basic ANP, is kept under constant review by the<br />

AFI Planning Implementation Regional Group (APIRG) in<br />

accordance with its schedule of management, in consultation<br />

with user and provider States and with the assistance of the<br />

<strong>ICAO</strong> Eastern and Southern African (ESAF) and the Western<br />

and Central African (WACAF) Regional Offices.<br />

RUNWAY SURFACE CONDITION<br />

INFORMATION<br />

5. States should publish information on the runway<br />

surface friction characteristics, such as skid-resistant treatment,<br />

for the guidance of the operators. The runway friction<br />

characteristics should be maintained at acceptable levels,<br />

measured using continuous friction measuring equipment and<br />

the measured values published. Information on publishing<br />

runway surface characteristics as specified in Annex 14,<br />

Volume I, 2.9 are available in Annex 15 and the Airport<br />

Services Manual (Doc 9137), Part 2.<br />

AERODROME FACILITIES AND SERVICES<br />

(FASID Table AOP 1)[AFI/7, Recs. 2/2 and 3/1]<br />

3. Table AOP 1 shows the requirements for physical<br />

characteristics, radio and visual aids as well as other facilities<br />

and services to be provided at each aerodrome included in the<br />

AFI ANP. The explanation preceding Table AOP 1 provides<br />

a detailed description of the data included in the Table.<br />

4. Pertinent information or comments on specific<br />

requirements or identification of particular issues affecting the<br />

AERODROME EMERGENCY<br />

PLANNING<br />

6. Every aerodrome shall establish a comprehensive<br />

aerodrome emergency plan and test the plan by carrying out<br />

full-scale emergency exercises every two years and partial<br />

exercises during the intervening period. Guidance on aerodrome<br />

emergency planning is available in Doc 9137, Part 7.
