Summary of achievements and perspectives<br />

Metropolitan Dimension of brazilian Urbanization. The Observatory has<br />

contributed to evidence that Brazil is not just an urban country, but also<br />

a country of big conurbations. Compouding the brazilian urban net of<br />

13 cities which have over 1 million inhabitants, megacities (São Paulo<br />

and Rio de Janeiro), 35 metropolitans areas in 19 states and nine urban<br />

regional aglomerations. The results of our research have allowed to<br />

assess recent trends in the territorial configuration and in the hierarchy<br />

of urban areas with metropolitan functions that comprise the Brazilian<br />

urban net, as well as internal differences existing in the metropolitan<br />

areas formally constituted as to the effect of the integration degree of<br />

municipalities included in them. The results of these investigations have<br />

been subsidizing the debate abouit the need for establishment of criteria<br />

and based parameters for the creation of metropolitan areas and defining<br />

the conditions that qualify the municipalities that must integrate them.<br />

Metropolitans Limits to a Sustainable Decrease of the Social Inequalities.<br />

The results of our work on empirical research, accord with international<br />

literature, have been demonstrating empirically the nexus between the<br />

phenomenon of territorial segmentation and residential segregation incident<br />

in the metropolis and the reproduction of social inequalities in two<br />

dimensions: socio-environmental conditions, opportunities (employment<br />

and schooling) and income from work. That is being achieved in the<br />

social inequalities reduction through the formalization of employment,<br />

increasing the minimum wage and the income transfer policies, do not<br />

translate into effective improvement of social welfare and democratization<br />

of opportunities because of problems accumulated in the large cities.<br />

Nexus between Social Organization of the Territory and the Crisis of<br />

Sociability. At the same time, the results of the Observatory’s work about<br />

the high concentration of the homicide´s phenomenon in the metropolises<br />

have put into debate the nexus between the processes of territorial,<br />

social and symbolic remoteness between classes and social groups,<br />

resulting from processes of territorial segmentation and Residential<br />

segregation, and, the weakening of the mechanisms of social cohesion<br />

in cities and their impacts on the societal dimension. Governance of the<br />

Metropolises: Impasses and Possibilities. The Observatory has been<br />

conducting an activities series of research that identify institutional,<br />

political and cultural obstacles to create a system of governance of the<br />

metropolitan areas based on efficient cooperation between government<br />

levels to solve common problems and in promoting citizen participation in<br />

the public policies management.<br />
