world, and with it, the governments have now the opportunity of better understanding<br />

the needs of their citizens, and the citizens, to be able to participate in a more<br />

complete manner in their government. The information becomes more valuable when<br />

it is shared and less valuable when it is kept. Open <strong>da</strong>ta promote more civic debate,<br />

better public well-being and a more intelligent use of the public resources” 3 .<br />

The group formulated fun<strong>da</strong>mental principles for the open governmental <strong>da</strong>ta,<br />

arguing that, “upon adopting these principles, the governments of the world could<br />

become more effective, transparent and relevant to our lives” 4 .<br />

In the table below, there are the eight principles of the open governmental <strong>da</strong>ta.<br />

According to the activists present in that meeting, governmental <strong>da</strong>ta are considered<br />

open when made public in one of the following manners:<br />

Complete<br />

Primary<br />

All public <strong>da</strong>ta are made available. Public <strong>da</strong>ta are <strong>da</strong>ta that are<br />

not submitted to valid privacy, safety or privilege limitations.<br />

Data are collected in its source, with the highest possible level<br />

of granularity, not in aggregate or modified forms.<br />

Up-to-<strong>da</strong>te Data are made available as fast as necessary to preserve its value.<br />

Accessible<br />

Data are available to the largest possible scope of users and for<br />

the largest possible scope of purposes.<br />

Machine-rea<strong>da</strong>ble Data are reasonably structured to enable automated processing.<br />

Non-discriminatory<br />

Non-proprietary<br />

License-free<br />

Data are available for all, without the need of registration to access<br />

them.<br />

Data are available in a format on which no entity has exclusive<br />

control.<br />

Data are not subject to any form of copyright, patent, intellectual<br />

property or industrial secret. Reasonable restrictions of privacy,<br />

safety and privilege may be allowed.<br />
