stoves and fridges, the textile industry and optical,<br />

medical and dental equipment.<br />

Tech Capital - <strong>São</strong> <strong>Carlos</strong> was officially recognized<br />

as the “National Tech Capital” by the Lei Federal nº<br />

12.504, in 2011. The city obtained this title by housing<br />

an advanced scientific pole comprised of two campuses<br />

from the Universidade de <strong>São</strong> Paulo (U<strong>SP</strong>) and the<br />

Universidade Federal de <strong>São</strong> <strong>Carlos</strong> (UFSCar), as well<br />

as the manufacturer Empresa Brasileira de Pesquisa<br />

Agropecuária (Embrapa), which manufactures cutting<br />

edge tech regarding cattle genetic enhancements and the<br />

development of agricultural equipment.<br />

Universities and research centers guarantee a high<br />

concentration of scientists and researchers in <strong>São</strong> <strong>Carlos</strong>,<br />

which is estimated to have one Doctor of Philosophy<br />

(PhD) for every 180 inhabitants. The rest of Brazil<br />

has a proportion of one doctor for every 5.4 thousand<br />

inhabitants. The effects this proportion has in <strong>São</strong> <strong>Carlos</strong><br />

are evidenced by the high average of newly registered<br />

patents, quality of education and the city’s workforce.<br />

Tax Incentive Municipal Laws<br />

<strong>São</strong> <strong>Carlos</strong> employs bold policies not only in order<br />

to attain new investment, but also to promote the<br />

growth of and strengthen pre-existing companies. In<br />

addition to tax incentives, the city’s Town Hall offers<br />

consultancies and technical follow-ups for the several<br />

stages of developing a new venture.<br />

The city also maintains a direct line of communication<br />

with its companies as a means of offering entrepreneurs<br />

– whether they be established within <strong>São</strong> <strong>Carlos</strong> or not<br />

– the condition to obtain information and services that<br />

facilitate the development and maintenance of their<br />

businesses.<br />

The Municipal Secretary for Economic Development<br />

has strategic and coordinated sectors for personalized<br />

services. These are: the Departments for Developing<br />

Local Commerce; Local Industry; as well as Innovation.<br />

The latter of which specifically contributes to the<br />

maintenance of a startup ecosystem and a support<br />

network for emerging businesses.<br />

<strong>São</strong> <strong>Carlos</strong> has the region’s highest<br />

GDP, with R$ 11 billion<br />

With a diversified Industrial Park, great effort into<br />

providing services and high tech, <strong>São</strong> <strong>Carlos</strong> has the<br />

highest Gross Domestic Product within the Central<br />

Paulista Region. Data from Fundação Seade shows that<br />

the GDP in 2019 was R$ 11,801,092.00.<br />

The GDP is a sum of all final goods and services<br />

provided by a country, state or city, generally throughout<br />

a year. From <strong>São</strong> <strong>Carlos</strong>’ GDP, 57.4% is on account<br />

of services provided, followed by industrial efforts<br />

(30.8%), public administration (10.5%) and<br />

agriculture (1.2%), of which the production of oranges,<br />

milk and poultry stands out.<br />

<strong>São</strong> <strong>Carlos</strong>’ added value between 2018 and 2021<br />

experienced a growth in 40% with a real growth rate<br />
