2020 yılına kadar, bütün finansman
kaynaklarından yıllık en az 200 milyar
Tenge tahsis etmek suretiyle, asgari 2 trilyon
Tenge toplam yatırım ihtiyacı bulunmaktadır.
Günümüzde Avrupa Kalkınma Bankası,
Asya Kalkınma Bankası, İslam Kalkınma
Bankası ve aynı şekilde özel yatırımcılar
konut ve konut hizmetleri modernizasyonu
yatırımlarına büyük ilgi göstermektedir.
Uzun vadeli yatırım tarifeleri sunmak suretiyle
azami ölçüde yatırım çekilmelidir.
Tarifelerin aşırı artışını engellemek için bu
tür projelerin devlet tarafından birlikte finanse
edilmesi sağlanmalıdır. Bununla ilgili olarak,
ısıtma ve su tedariki sistemlerinin
modernizasyonunun hızlandırılması için
bütçede öngörülen kaynakların yanı sıra,
ilave olarak yıllık 100 milyar Tenge daha
aktarılması uygun olacaktır.
Beşincisi, konut altyapısının güçlendirilmesidir.
Toplu yerleşim yerlerinin oluşturulması
beraberinde önemli bir nüfus akışını getirmektedir.
Bu da iş piyasası ile kent altyapısına
ve dolayısıyla konut stokuna baskı yaratmaktadır.
Bu nedenle kiraya vermek üzere
konut yapımı yaklaşımlarının gözden geçirilmesi
gerekmektedir. Devlet, kiralık sosyal
konut inşa edecek ve bunları vatandaşa satın
alma hakkıyla birlikte uzun vadeli olarak
kiraya verecektir. Konutun doğrudan doğruya,
aracısız ve olabildiğince düşük kredi faiziyle
verilmesi konut edinme maliyetlerinin
düşürülmesine imkân sağlayacaktır. Peşinat
ödemesi olmaması ve ipotek için düşük faiz
uygulanması nedeniyle, konutu, geniş
Kazakistanlı kitleler için daha erişilir hale
getirecektir. Bu nedenle 2015-2016 yılları zarfında
kiralık konut inşası için sağlanan
finansmanı 180 milyar Tenge daha arttıracağız.
Altıncısı, okul ve üçlü eğitim sorununun
çözümlenmesini de kapsayan sosyal altyapının
geliştirilmesidir. Bu bizim seçim öncesi
platformumuzun temel göstergelerinden birisidir.
Üç yıllık bütçede öngörülen kaynaklar,
bu sorunun 2017 yılına kadar çözümlenmesine
imkân vermeyecektir. Bu nedenle
Hükümet’ten 70 milyar Tenge daha aktarmasını
istiyorum. Diğer bir sorun anaokullarının
yetersizliğidir. Okul öncesi eğitim
kurumlarında yer bulunmaması sorununu
köklü bir şekilde çözüme kavuşturmak için 3
yıl zarfında ilave olarak 20 milyar Tenge tahsis
edilmesi talimatı veriyorum. Valiler bu
çalışmaya ve özel sektörün bu işe dâhil edilmesine
azami ölçüde ilgi göstermelidir.
Sanayileşme programı çerçevesinde 10 ünilion

Nowadays European Investment Bank,
Asian Development Bank, Islamic
Development Bank and private companies
are showing interest in housing and
house services modernization investments.
Maximum amount of investment
shall be attracted by providing long term
tariffs. In order to prevent excessive
increase in the tariffs, such projects shall
be co-financed with the state. Regarding
this, an additional 100 billion of Tenge
must be allocated beside the sources
envisaged within the budget for acceleration
of the modernization of heating and
water supply systems.
Fifth point is the enhancing of housing
infrastructure. Establishing residence
areas brings an important population
transfer. This makes a pressure on the
business market and city infrastructure
and housing stocks in total. Therefore,
the approach of construction of houses
for rental purposes pressurizes the housing
stock. The state will construct social
housing for rental purposes and rent
these houses to the people of the country
with low rental fees with the right of purchasing
in the long term. Lack of advance
payments and low interest rate based on
hypothec will make the houses for
Kazakh people more reachable.
Therefore, we will increase the finance
allocated for the construction of houses
with rental purposes for the people of
Kazakhstan by 180 billion of Tenge in the
2015-2016 period.
Sixth is the development of social infrastructure
which covers the settlement of
this ruined issue of schooling and triple
education. This is one of the main indicators
of the pre-election platform. The
sources which are envisaged within the
three-year budget will not provide a solution
to this issue until 2017. Therefore I
demand the government to allocate 70
billion of Tenge. Another problem is the
lack of nursery schools. I instruct to allocate
an additional 20 billion of Tenge
within 3 years of time with the aim of
finding a permanent solution to this
problem. The governors shall pay attention
to this work and the private sector
must be incorporated into this work.
Within the industrialization program, 10
universities have been determined and
