Uluslararası Tarihte Etimesgut Sempozyumu (UTES) RHETORİC AND LEADER RHETORİC IN FORMING LEADER IMAGE IN LOCAL GOVERNMENTS FROM THE SPİRAL OF LEADERSHİP <strong>ABSTRACT</strong> In today's globalized world, the change and transformation experienced in every fieldis also take place in fields of leadership and leadership in local administrations. It is striking that the leadershapes the leader'simage by determining the aims of the groupand for this purpose, influencing group members, creatingsynergy, motivating the group members, and mobilizing the potential Powers of the group members around this purpose. Leader’s activeuse of rhetoric is an important dynamic in the formation of leader image to renew them selves continuously, be visioner, keeppace with the change, predict the future, focus on success and motivate the people around. Rhetoric as the ability to use persuasive skills is an active field to form and maintain the leader image in the management of leadership process in local politics. The image of the leader consists of the first images, symbolic meanings, andperceptions that come to mind about the leader as the associations, feelings, attitudes, and impressions, and their positive/negativee valuations. Leader image is shaped by the symbolic meanings, associations, and impressionsregarding the leader compared withother leaders. The characteristics that the leader must possess are important in the formation of the image of the local leader as the sum of theperception screated about the leader through the associations that occur in people's minds. The qualities that a leader must have to have a vision, to be sincere, trustworthy, consistent, faithful, determined, a role model, to give confidence, to use emotional intelligence, to motivate and to be a good listener, to communicate effectively, to keep pace with the change, to be humorous, sensitive to people, prudent, flexible, synergistic. However, using rhetoricin order to reflect these characteristicsis as important as having these characteristics. As the whole of the perceptions related to the positive or negative thoughts, images and associations regarding the leader, the leader image is the reflection of the positive or negative judgements that people have as a result of what they hear, see, or experience about the leader. As a picture created by the interaction of the impressions, thoughts and feelings in people’s minds about the leaders, leader image points a process that should be managed, shaped, and regulated. This process is not an illusion or manipulation of the perceptions but process of presentation design where existing images overlaps with the desired image. Rhetoric play an important role in this process in which the leader image is shaped by presenting planned, strategic, goal-oriented and desired images instead of letting them to form spontaneously. In this context, the subject of this study is an analysis of leader rhetoric in local leader image through Enver Demirel. This study conducts a rhetorical analysis of leader’s speeches through ethos, pathos, and logos as the persuasion evidences of rhetoric and reveals the importance of this in leader image. İktisadi ve İdari Bilimler Fakültesi, Kırıkkale ÖZET Etimesgut İlçe olarak kurulduğu 1990 yılından beri 6 kez yerel seçimlerde belediye başkanı ve meclis üyesi seçmiştir. Bu seçim sonuçlarına ilişkin bir analizde ilk görülecek unsur Etimesgut seçmeninin siyasi yelpazede merkez sağ diye adlandırılan partileri tercih ettiğidir. Bu durum seçilen belediye başkanlarının çalışmalarının vatandaş tarafından kabulü yanında ilçenin aldığı göç politikalarıyla da açıklanabilir. Bu çalışmada geçmiş 27 yıllık süreçteki 6 seçimin sonuçları retrospektif (tarihsel bazda sürekli) bir analize tabi tutulmaya ve sonuçlar karşılaştırmalı olarak analiz edilmeye çalışılacaktır. Bu çerçevede bu 27 yıllık süreçteki hızlı nüfus artışının seçmen tercihleri üzerindeki etkisi de tartışmaya açılacaktır. RETROSPECTIVE ANALYSIS OF ETIMESGUT LOCAL SELECTIONS <strong>ABSTRACT</strong> Etimesgut has elected mayor and councilor six times in local elections since 1990 when it was established as a district. The first element to be seen in an analysis of these election results is that the electorate of Etimesgut preferred parties called center-right in the political spectrum. This can be explained with the migration policies taken by the district, as well as the acceptance of the work of selected mayors by the citizens. In this study, retrospective (continual on a historical basis) analysis of the results of the six elections over the past 27 years will be subjected and results will be analyzed comparatively. Within this framework, the impact of the rapid population growth in this 27-year process on voter preferences will also be brought into question.
