IDEAL MUNICIPALITY PRACTICES:
MODEL OF ETİMESGUT MUNICIPALITY
ABSTRACT
Local administrations; which are the closest to the public and have been created to meet
the needs of local people that provide services and present the environment and conditions
for the codetermination of the people, which called the "school of democracy” due to its
contribution for developing of the general and local democracy that improve the concept of
on-site service by decreasing the problems in which centralization has emerged, use the
resources effectively and rational, is a management unit that has autonomous and legal
personality contributes to the delivery of high quality, fast and high-performance services.
Local administrations that vary in number and diversity according to their own history, culture,
state tradition and administrative culture are trying to be promoted as autonomous
administrative parts in order to be strengthened in terms of their duties and income sources
in the presence of central administrations.
Many reforms have been carried out from past to present with regard to strengthening the
local administration in the face of central governments. The aim is to create a local
management mentality, which meets all the expectations of the local people, works efficiently
and effectively, produces good quality service, have high performance, meets needs and
demands promptly and on time along with serving without resource waste. The main aim of
all reforms, rehabilitation, and policies is to provide an ideal and functional local governance
structure. In this study, ideal municipality works under the titles of Citizen-Focused Service,
Effective-Efficient Service, Codetermination and Local Democracy, E-Municipality, Urban
Transformation, Performance-Focused Service, Education-Culture Services, and Social
Municipality Applications will be examined, and the ideal municipality practices in the
Municipality of Etimesgut will be assessed.
