Entscheidungsfindung in Echtzeit<br />
angesichts aufkommender Naturgefahren<br />

Infrastrukturen, Industrieanlagen <strong>und</strong> Gebäude werden<br />
oft in Gegenden gebaut, in denen Natur ge fah ren<br />
auftreten können. Aus ökonomischen sowie technischen<br />
Gründen werden diese <strong>Konstruktion</strong>en normalerweise<br />
nicht da<strong>für</strong> entwickelt, die gesamte Band brei -<br />
te an möglichen Stärkegraden von Natur er eignissen<br />
stand zuhalten. Stattdessen wird als po ten tielle Stra te -<br />
gie im Risikomanagement die Mög lich keit betrachtet,<br />
die Anlage <strong>und</strong> die Menschen angesichts einer aufkommenden<br />
Gefahr abzuschalten bzw. zu evakuieren.<br />
Nennenswerte Beispiele, bei denen solche Strategien<br />
bereits angewandt werden, sind: Raffinerien <strong>und</strong> stationäre<br />
Bohrinseln, die tropischen Wirbelstürmen <strong>und</strong><br />
Tsunamis ausgesetzt sind.<br />
Die Entscheidung, eine Industrieanlage abzuschal<br />
ten <strong>und</strong> zu evakuieren, ist an sich mit einem<br />
ho hen Risiko <strong>und</strong> gewöhnlich auch mit hohen Kos -<br />
ten verb<strong>und</strong>en. Folglich sind Entscheidungen über<br />
ver lustreduzierende Notmassnahmen (z.B. Eva ku -<br />
ier ung, Abschaltung) bei aufkommenden Gefahren<br />
kritisch. Diese sehr wichtigen Entscheidungen werden<br />
oft nur von wenigen Personen in einem kurzen<br />
Zeitrahmen getroffen <strong>und</strong> unterliegen Unsicher hei -<br />
ten sowie unvollständigen Informationen. Daher<br />
müs sen sie gut vorbereitet sein.<br />
Die Hauptherausforderung dieses Projektes ist<br />
es, theoretische sowie methodische Gr<strong>und</strong>lagen zur<br />
Unterstützung solcher Entscheidungen zu erstellen<br />
<strong>und</strong> mathematische Modelle einzuführen um Kri te -<br />
ri en zu erhalten, welche zur Einleitung optimaler<br />
Mass nahmen führen. Die Entscheidung über optimale<br />
Massnahmen muss dabei in Konsistenz mit<br />
dem verfügbaren Wissen über die Ge fah ren <strong>und</strong><br />
deren potentiellen Konsequenzen getroffen werden.<br />
Im ge wählten Ansatz wird zuerst das Ent schei -<br />
dungs pro blem mithilfe der Preposterior-Analyse<br />
[1] der Entscheidungstheorie formuliert <strong>und</strong> an -<br />
schliessend mit der Optionspreistheorie der Finanz -<br />
ma the ma tik in Verbindung gebracht. Nachdem das<br />
Ent schei dungs problem formuliert ist, wird ein<br />
Algo rith mus auf der Gr<strong>und</strong>lage von Algorithmen<br />
zur Be rech nung von Optionspreisen entwickelt.<br />
Real Time Decision Support in the Face of<br />
Evolving Natural Hazards<br />
Building structures, infrastructure systems and industrial<br />
facilities are often built and operated on locations<br />
where natural hazard events may take place. Due<br />
to economic and technical reasons, these engineered<br />
systems are normally not designed to withstand the<br />
entire range of intensities of natural hazards. Instead,<br />
the possible decision to shut down operation and to<br />
evacuate people and assets in the face of an emerging<br />
hazard is considered as an option in the overall strategy<br />
of risk management. Important examples where<br />
such strategies are currently utilized include refineries<br />
and fixed offshore platforms subject to tropical<br />
cyclones and tsunamis, but also urban habitats and<br />
public infrastructure subject to events such as storms,<br />
floods, tsunamis, wildfires and volcanic eruptions.<br />
The decision to evacuate a highly populated area<br />
or to shut down an industrial facility is in itself associated<br />
with significant risks and usually with high<br />
costs. Thus decisions on emergency loss reduction<br />
activities (e.g. evacuation, shut-down) in the face of<br />
emerging hazards are critical. The relatively few but<br />
highly important decisions which have to be taken by<br />
just a few persons within a small time frame subject<br />
to the uncertain and incomplete information available<br />
in such situations must be well prepared.<br />
The main challenge in the present research project<br />
is to establish the theoretical and methodological<br />
basis for supporting such decisions and mathematical<br />
algorithms to derive criteria for commencement of<br />
actions in consistency with the best available know -<br />
ledge of the hazards and potential consequences. The<br />
approach adopted is: firstly, to formulate the decision<br />
problem on the basis of pre-posterior decision<br />
analysis [1], which can be related to a variant of the<br />
option pricing problem; having formulated the decision<br />
problem, the algorithms are then developed<br />
based on the algorithms for option pricing, which<br />
have been investigated extensively in the field of<br />
financial economics.<br />
