consolidat<strong>in</strong>g <strong>in</strong>to a s<strong>in</strong>gle system the four<br />

branches of medic<strong>in</strong>e currently practised;<br />

the Board is likewise to undertake studies<br />

and research and advise the competent<br />

authorities on standardiz<strong>in</strong>g the methods<br />

of treatment provided <strong>in</strong> dispensaries<br />

operated by the Government.<br />

The Indigenous Burmese Medical<br />

Practitioners Board Amendment Act of 1962<br />

<strong>in</strong>troduced new sections 22-A and 28-A<br />

empower<strong>in</strong>g the Chairman of the<br />

Revolutionary Council of Burma to, (i) Cancel<br />

the registration of <strong>in</strong>digenous medical<br />

practitioners, (ii) Prescribe qualifications for<br />

registration, and (iii) Term<strong>in</strong>ate the services<br />

of any or all of the members of the Board<br />

and appo<strong>in</strong>t new members <strong>in</strong> their place.<br />

Under these powers, a new Board was<br />

appo<strong>in</strong>ted to <strong>in</strong>itiate the re-registration of<br />

practitioners. The Department of Indigenous<br />

<strong>Medic<strong>in</strong>e</strong> was established on the 3rd of<br />

August 1989.<br />

Education and tra<strong>in</strong><strong>in</strong>g<br />

An educational <strong>in</strong>stitution known as the<br />

Institute of Indigenous <strong>Medic<strong>in</strong>e</strong> was<br />

established by the M<strong>in</strong>istry of Health <strong>in</strong> 1976,<br />

offer<strong>in</strong>g a three-year tra<strong>in</strong><strong>in</strong>g programme.<br />

Organization<br />

The second-grade department was formed<br />

<strong>in</strong> mid-1989 by upgrad<strong>in</strong>g the branch of<br />

<strong>in</strong>digenous medic<strong>in</strong>e under the Department<br />

of Health. The staff strength at that time<br />

was about 700. In late 1997, the Department<br />

was aga<strong>in</strong> upgraded <strong>in</strong>to a first-grade<br />

one, expand<strong>in</strong>g the manpower up to 1796<br />

consist<strong>in</strong>g of four ma<strong>in</strong> divisions, viz.,<br />

adm<strong>in</strong>istration, medical care, research and<br />

development, and herbal garden and drug<br />

production.<br />

Law and Regulation<br />

To keep abreast with the chang<strong>in</strong>g<br />

circumstances, the Department reviewed<br />

the aforementioned Act and has updated<br />

and revised it as the <strong>Traditional</strong> Medical<br />

Council Law, which was enacted on 14<br />

January, 2000, by the Government. At<br />

present there are over 8000 traditional<br />

medic<strong>in</strong>e practitioners registered under the<br />

said law.<br />

In 1996, the Government promulgated<br />

the <strong>Traditional</strong> <strong>Medic<strong>in</strong>e</strong> Law <strong>in</strong> order<br />

to control the production and sales of<br />

traditional medic<strong>in</strong>e drugs systematically.<br />

This was followed by a series of notifications<br />

concern<strong>in</strong>g registration and licens<strong>in</strong>g,<br />

labell<strong>in</strong>g and advertis<strong>in</strong>g.<br />

Education and Tra<strong>in</strong><strong>in</strong>g <strong>in</strong><br />

<strong>Traditional</strong> <strong>Medic<strong>in</strong>e</strong><br />

There is one Institute conferr<strong>in</strong>g diploma<br />

<strong>in</strong> <strong>Traditional</strong> <strong>Medic<strong>in</strong>e</strong>, situated <strong>in</strong><br />

Mandalay, the second capital of Myanmar.<br />

This <strong>in</strong>stitute was opened <strong>in</strong> 1976 and is<br />

attached to the 50-bed teach<strong>in</strong>g hospital<br />

with the aim of eradicat<strong>in</strong>g bogus medical<br />

practitioners by produc<strong>in</strong>g full-fledged<br />

practitioners, to update traditional<br />

medic<strong>in</strong>e to modern standards, to carry out<br />

research work <strong>in</strong> traditional medic<strong>in</strong>e, to<br />

produce skilled researchers, and to give<br />

citizens effective treatment by traditional<br />

medic<strong>in</strong>e.<br />

It is a three-year diploma course,<br />

followed by a one-year <strong>in</strong>ternship. Till the<br />

1997–98 academic year, the number of<br />

students awarded diploma totalled 890.<br />

The yearly <strong>in</strong>take of candidates is 100 at<br />

present. The Institute has its own<br />

medic<strong>in</strong>al plant garden for teach<strong>in</strong>g<br />

demonstrations. The Department is now<br />

plann<strong>in</strong>g to upgrade the Institute to<br />

become a degree-conferr<strong>in</strong>g one <strong>in</strong> the<br />

near future.<br />

In addition, the Institute also conducts<br />

a one-year course for outside <strong>Traditional</strong><br />

<strong>Medic<strong>in</strong>e</strong> Practitioners who have no<br />

certificates or licences to treat patients.
