District Councillors<br />

Mr Weir asked the Minister of Finance and Personnel, pursuant 12192/11-15, whether the paid leave<br />

is in addition <strong>to</strong> the annual allowance paid <strong>to</strong> all councillors.<br />

Mr Wilson: No, if payment, other than for reimbursement of expenses is offered, civil servants should<br />

choose <strong>to</strong> either accept the payment and apply for special leave without pay <strong>to</strong> enable them <strong>to</strong> carry<br />

out the required duties or decline the payment and apply for special leave with pay.<br />

Public Finances Linked <strong>to</strong> the London Inter-bank Offered Rate<br />

Dr McDonnell asked the Minister of Finance and Personnel what aspects of public finances are linked<br />

<strong>to</strong>, or influenced by, the London Inter-bank Offered Rate.<br />

Mr Wilson: The London Inter-bank Offered Rate, or LIBOR, is a key fac<strong>to</strong>r which impacts on the rate at<br />

which banks are willing <strong>to</strong> lend <strong>to</strong> both businesses and individuals. While the availability of finance at<br />

affordable terms is strategically a very important issue, and vital <strong>to</strong> our economic recovery, <strong>Northern</strong><br />

<strong>Ireland</strong>’s public finances are not directly linked <strong>to</strong> or influenced by LIBOR.<br />

People on Secondment<br />

Mr McNarry asked the Minister of Finance and Personnel <strong>to</strong> detail the number of people on<br />

secondment by grade (i) in<strong>to</strong> each Department; (ii) out of each Department; (iii) the length of the<br />

secondment; and (iv) the purpose of each secondment, over the last ten years.<br />

it would incur disproportionate cost. Under departmental disposal schedules, many related files have<br />

been destroyed. It would not, therefore, be possible <strong>to</strong> provide information for the full ten year period.<br />

Average Annual Costs of Secondments<br />

Mr McNarry asked the Minister of Finance and Personnel <strong>to</strong> list the average annual cost of each<br />

secondment in<strong>to</strong> and out of each Department over the last ten years.<br />

2011 Census<br />

Mr Allister asked the Minister of Finance and Personnel when the 2011 Census will be published.<br />

Mr Wilson: Because of the breadth of information <strong>to</strong> be provided, the results from the 2011 Census<br />

will be published in a number of releases over the coming months. The first output, which will provide<br />

a breakdown of the usually resident population of <strong>Northern</strong> <strong>Ireland</strong> on Census Day by age and sex, will<br />

be published on 16 July 2012. A detailed release schedule for all of the planned outputs is available in<br />

the Census Output Prospectus which is published on the website of the <strong>Northern</strong> <strong>Ireland</strong> Statistics and<br />

Research Agency (www.nisra.gov.uk).<br />
