in 2011/12, and the second for a further 100 homes in 2012/13. This action was taken on foot of<br />

advice <strong>to</strong> the NIHE that the department would be making land available on the Girdwood Park site and<br />

that a Housing Association/Procurement Group should be appointed <strong>to</strong> take this work forward.<br />

Apex Procurement Group subsequently invited design teams, from their framework agreement for<br />

professional construction related services, <strong>to</strong> view the site and submit proposals <strong>to</strong> design and<br />

manage the construction of social housing on the Girdwood Park site. McAdam Design was appointed<br />

following this exercise on 6th Oc<strong>to</strong>ber 2010.<br />

The design, which was developed <strong>to</strong> RIBA Stage C, was launched by my ministerial predecessor on 14<br />

March 2011.<br />

The design, which included housing proposals for the majority of the Girdwood site, was not subject<br />

<strong>to</strong> an Equality Impact Assessment and was not submitted for planning approval. The 2007 Master<br />

plan Conceptual Framework for Girdwood (revised in 2010) envisaged housing provision as one of the<br />

physical uses on the site within a mixed-use comprehensive development <strong>to</strong> include other uses.<br />

Housing Associations would normally recoup fees associated with scheme designs in the overall<br />

housing grant payable at the completion of a scheme. As the social housing scheme at Girdwood<br />

did not proceed as anticipated, design costs of £119,674.49 were paid by NIHE on behalf of DSD in<br />

August 2011.<br />

Cost of Securing the Report on the Unauthorised Disclosure of a Draft Report of the<br />

Public Accounts Committee<br />

Mr Allister asked the <strong>Assembly</strong> Commission what was the <strong>to</strong>tal cost of securing the Report on the<br />

Unauthorised Disclosure of a Draft Report of the Public Accounts Committee.<br />

Mr Cree (The Representative of the <strong>Assembly</strong> Commission): There was no cost <strong>to</strong> the <strong>Assembly</strong><br />

Commission for securing the interim <strong>Assembly</strong> Commissioner for Standards’ report on the<br />

Unauthorised Disclosure of a Draft Report of the Public Accounts Committee. The interim <strong>Assembly</strong><br />

Commissioner for Standards has advised the <strong>Assembly</strong> Commission that the <strong>to</strong>tal cost <strong>to</strong> the<br />

Ombudsman’s office for completing the report has been calculated at £5,891.66. This is based on the<br />

staff time involved in completing the investigation.<br />
