Note: This information is based on a search of the Planning Portal where the word ‘farm’ was included in the<br />

description of applications relating <strong>to</strong> a dwelling.<br />

It is worthwhile noting that in the 2010/2011 year, 3146 applications for single dwellings in rural areas<br />

(excluding replacement dwellings) were decided of which 804 were refused and from April - December<br />

2011, 2147 applications were decided and 324 refused. Some of these applications may relate <strong>to</strong><br />

dwellings on a farm, however, a manual search of each application would be required <strong>to</strong> identify such<br />

cases and this would be disproportionate in terms of time and cost.<br />

Single Wind Turbine<br />

Mr Agnew asked the Minister of the Environment what are the criteria used <strong>to</strong> determine whether an<br />

Environmental Statement is required for a single wind turbine.<br />

Mr Attwood: A wind turbine falls within the description of developments listed under Schedule 2,<br />

Category 3(j) of The Planning (Environmental Impact Assessment) Regulations (<strong>Northern</strong> <strong>Ireland</strong>) 2012.<br />

Where a development is listed in Schedule 2, DOE Planning will establish whether the development is<br />

either located wholly or in part in a sensitive area or meets/exceeds any of the relevant thresholds/<br />

criterion listed in Column 2 of Schedule 2.<br />

In relation <strong>to</strong> the thresholds for a wind turbine, DOE Planning will screen applications for the need for<br />

an EIA where the development involves the installation of more than 2 turbines or the hub height of<br />

any turbine or height of any other structure exceeds 15 metres. If the proposed wind turbine meets or<br />

exceeds this threshold/ criterion it is important <strong>to</strong> establish if the development would have significant<br />

effects on the environment.<br />

When carrying out the screening process, DOE Planning will have regard <strong>to</strong> the Selection Criteria<br />

specified in Schedule 3 of the Regulations. In summary, the Selection Criteria fall under three broad<br />

headings:-<br />

Characteristics of the development: taking in<strong>to</strong> account aspects such as size, raw material usage,<br />

emissions and risk of accidents.<br />

Location of development: the environmental sensitivity of the areas likely <strong>to</strong> be affected including<br />

existing land uses and the capacity of the existing environment <strong>to</strong> absorb the new development.<br />

Characteristics of the potential impact: in particular with regard <strong>to</strong> its extent, complexity, probability,<br />

duration and frequency, in relation <strong>to</strong> the characteristics and location of the development.<br />

Where it is determined that the impact is significant, then the identified development is EIA<br />

development and an Environmental Statement will be required. Where it is not significant, then an EIA<br />

is not required.
