Psychosexual Counselling<br />
Mr B McCrea asked the Minister of Health, Social Services and Public Safety how many people have<br />
received psychosexual counselling in each of the last three years.<br />

Mr Poots: Information on the number of people who have received psychosexual counselling in each of<br />
the last three years is not available centrally and could only be provided at disproportionate cost.<br />
Domiciliary Care Providers in the Western Health and Social Care Trust<br />
Mr Elliott asked the Minister of Health, Social Services and Public Safety <strong>to</strong> detail the <strong>to</strong>tal legal costs<br />
attributable <strong>to</strong> the defence of the decision <strong>to</strong> award contracts <strong>to</strong> four domiciliary care providers in the<br />
Western Health and Social Care Trust in June 2011; and whether any costs were paid <strong>to</strong> the providers<br />
who successfully challenged the award of these contracts.<br />

Mr Poots: The Trust received four individual legal challenges. The combined cost of dealing with the<br />
defence of the four cases was £70,726 including VAT and disbursements. One case was withdrawn<br />
and three were settled. The terms of settlement are confidential as between the parties and their legal<br />
advisors.<br />

Mr Elliott asked the Minister of Health, Social Services and Public Safety <strong>to</strong> detail the <strong>to</strong>tal cost of the<br />
procurement process, including any costs attributable <strong>to</strong> tendering or decision making, which led <strong>to</strong><br />
the appointment of four domiciliary care providers in the Western Health and Social Care Trust in June<br />
2011.<br />

Mr Poots: The homecare tender project has a dedicated resource of one Project Manager, appointed<br />
on 1st March 2009 at an annual cost of approximately £40,000. The evaluation and decision-making<br />
responsibilities fell <strong>to</strong> Trust officers as part of their routine roles within the Trust. No additional cost<br />
was therefore entailed. The tender process was facilitated by the ‘e-bravo’ electronic tender system<br />
hosted by the Business Services Organisation’s Procurement and Logistics Service (PaLS), who also<br />
provided guidance as required. Again, this was within the substantive role of PaLS and incurred no<br />
additional costs.<br />

Mr Elliott asked the Minister of Health, Social Services and Public Safety how the new procurement<br />
process will be taken forward following the successful challenge by providers over the decision <strong>to</strong> award<br />
contracts <strong>to</strong> four domiciliary care providers in the Western Health and Social Care Trust in June 2011.<br />

Mr Poots: The process will be taken forward by a new tender which will be undertaken in accordance<br />
with Public Procurement Regulations 2006 (as amended). As such, it will be advertised in the Official<br />
Journal of the E.U. via the “open” procedure.<br />
Sufferers of Deuchenne’s Muscular Dystrophy<br />
Mr A Maginness asked the Minister of Health, Social Services and Public Safety what plans he has <strong>to</strong><br />
establish a centre of excellence for sufferers of Deuchenne’s Muscular Dystrophy.<br />

Mr Poots: There are currently no plans <strong>to</strong> establish such a centre of excellence in <strong>Northern</strong> <strong>Ireland</strong>.<br />
However, I have asked my officials <strong>to</strong> collaborate with the Health and Social Care Board in considering<br />
the findings and recommendations of the All Party Working Group on Muscular Dystrophy’s “The<br />
