Passported Benefits<br />

Mr McCallister asked the Minister for Social Development <strong>to</strong> detail the passported benefits for which<br />

his Department has responsibility, including (i) how much of each benefit has been paid; and (ii) the<br />

number of recipients, in each of the last five years.<br />

Mr McCausland: The Department for Social Development is responsible for three passported benefits,<br />

which form part of the regulated Social Fund. These benefits are Cold Weather Payments, Funeral<br />

Payments and Sure Start Maternity Grants.<br />

Through the <strong>Northern</strong> <strong>Ireland</strong> Housing Executive, my Department is also responsible for several<br />

schemes providing support for people on low incomes. The provision of this financial assistance is<br />

dependent on existing entitlement <strong>to</strong> a social security benefit and/or the application of a test of an<br />

individual’s ability <strong>to</strong> meet costs (means testing). The benefits offered are the Disabled Facilities Grant,<br />

the Home Repairs Assistance Grant, the Replacement Grant, the Renovation Grant, Group Repair and<br />

Warm Homes Scheme.<br />

(i) & (ii) The tables below show the amounts paid and the number of recipients for the last five years<br />

in respect of Cold Weather Payments, Funeral Payments and Sure Start Maternity Grants.<br />
