Enforcement is an essential element of a balanced planning system and is a day <strong>to</strong> day function of the<br />
Department. Normal staffing costs apply <strong>to</strong> any enforcement action and as such, the quantification of<br />
costs is not precise.<br />

Mr Flanagan asked the Minister of the Environment <strong>to</strong> detail the percentage of tender contracts that<br />
each district council has awarded <strong>to</strong> contrac<strong>to</strong>rs based within their council area in each of the last<br />
three years.<br />

I believe strongly in mechanisms <strong>to</strong> support local people and employers. The recently passed social<br />
clause / local government regulations; the 180 S2W strategy in DOE; my attendance at recent council<br />
procurement officers meeting and a planned seminar on best practice around local labour clauses/<br />
social clauses/ employment interventions; my instructions <strong>to</strong> officials <strong>to</strong> work up a green procurement<br />
strategy (etc) indicates my intention and ambition. That said, the figures below demonstrate there is<br />
significant work still <strong>to</strong> undertake.<br />
