Review of Public Administration<br />

Mrs D Kelly asked the Minister of the Environment what powers or functions he plans <strong>to</strong> devolve <strong>to</strong><br />

local councils under the Review of Public Administration; and whether this represents a change <strong>to</strong> his<br />

previous commitments.<br />

Mr Attwood: The member is aware of my firm view on the number of Councils, 11 or 15. That said,<br />

I believe in radical reform of public policy, including local government. However, reducing the number<br />

of councils from 26 <strong>to</strong> 11, the reform of local government will modernise and streamline public<br />

administration and transfer a number of functions and powers from central government departments <strong>to</strong><br />

the new councils<br />

The Executive has acknowledged a case for revisiting the transfer package identified by its predecessor<br />

in March 2008 and modified in September 2009. This package included planning, regeneration, local<br />

economic development and <strong>to</strong>urism, public realm functions of roads, local sports facilities and rural<br />

development.<br />

It has been agreed that the 2009 package is a reasonable starting point <strong>to</strong> refresh thinking about the<br />

way forward and I have been engaged in a series of bi-lateral meetings with my Executive colleagues on<br />

this issue. I propose <strong>to</strong> present recommendations <strong>to</strong> the Executive in due course.
