This letter outlines the key elements of the Scottish Government's public sector <strong>pay</strong> policy<br />

for <strong>2012</strong>-13, announced by the Cabinet Secretary for Finance, Employment and Sustainable<br />

Growth on 21 September. Following on from that, it sets out the remit which the Scottish<br />

Government Health and Social Care Directorates would wish the <strong>NHS</strong> Pay Review Body<br />

(<strong>NHS</strong>PRB) to work to in considering evidence and making recommendations for <strong>pay</strong> in <strong>2012</strong>-<br />

13 for staff covered by the Agenda for Change agreement.<br />

The key features of Scotland's public sector <strong>pay</strong> policy for <strong>2012</strong>-13 are as follows:<br />

• Pay will be frozen (zero percent basic award) for all public sector staff for <strong>2012</strong>-13<br />

except those earning £21,000 and below.<br />

e The Scottish Government recognises the importance of supporting lower paid staff<br />

within the public sector. There are therefore two specific exceptions to the freeze on<br />

basic <strong>pay</strong>.<br />

e Continued application of the Scottish Living Wage. This is currently set at £7.15 per<br />

hour for staff doing a 37.5 hour week and will be uprated to £7.20 from 1 April <strong>2012</strong>.<br />

e In addition, the policy makes a commitment that all staff earning less than £21,000<br />

should receive a minimum annual <strong>pay</strong> increase of £250.<br />

In terms of the remit for the <strong>NHS</strong>PRB this year, therefore, we will:<br />

@ submit evidence on recruitment, retention and other issues which affect all groups of<br />

workers covered by the <strong>NHS</strong>PRB, although we will not seek recommendations on <strong>pay</strong><br />

for staff paid over £21,000.<br />
