harbor by <strong>Army</strong> and Navy engineers<br />

berths for Liberty ships. Barring unforeseen<br />

engineers soon bridged over <strong>the</strong> vessels<br />

sunk alongsidt: <strong>the</strong> piers and extended<br />

<strong>the</strong> quays so that all hatches of cargo<br />

ships could be worked without revers-
