Status of breeder seed<br />

The Indian Council of Agricultural<br />

<strong>Research</strong> (ICAR) has created an<br />

impressive infrastructure for<br />

production of breeder seed of<br />

different crops in collaboration with<br />

the state agricultural universities<br />

(SAUs). The ICAR also allows<br />

breeder seed production by the<br />

National Seeds Corporation (NSC),<br />

State Farms Corporation of India,<br />

state seed corporations, and non-<br />

governmental organisations in<br />

specific cases. Breeder seed is<br />

produced as per the indent<br />

submitted by the Ministry of<br />

Agriculture, Government of India,<br />

based on the demand from both the<br />

public and private sectors. Generally,<br />

the production of breeder seed is<br />

more than the indent.<br />

<strong>Rice</strong> Seed Supply in Eastern India<br />

The National Seeds Corporation (NSC) was established in<br />

1963 and the Uttar Pradesh Seeds and Tarai<br />

Development Corporation in 1969, followed by other state<br />

seed corporations and seed certification agencies. These<br />

developments triggered the growth of the private seed<br />

industry. The Seed Act was passed in 1966 and<br />

implemented in 1968. The National Seed Project, NSP-I,<br />

was launched in 1977 with the assistance of the World<br />

Bank at an estimated cost of US$ 52.7 million followed by<br />

NSP-II in 1978 with an outlay of US$ 34.9 million. The<br />

seed program received further help with the launching of<br />

the All India Coordinated <strong>Research</strong> Project on Seed,<br />

called the National Seed Project (NSP) (Crops), in 1979<br />

by the ICAR. The Council further strengthened the seed<br />

research programs by launching the special project on<br />

“Promotion of <strong>Research</strong> and Development Efforts on<br />

Hybrids in Selected Crops” in 1989. NSP-Ill (WB),<br />

implemented in 1989, supported not only the public<br />

sector seed industry and ICAR, but also the private seed<br />

industry.<br />
