However, should the Shah fail to go along with the U.S. representative<br />

or fail to produce the documents for General Zahedi,<br />

Zahedi would be informed that the United States and United<br />

Kingdom would be ready to go ahead without the Shah's active<br />

cooperation if Zahedi agrees. We would continue to make every<br />

effort to associate the Shah with the undertaking involuntarily and so<br />

hope to achieve the same result as if he had actively participated.<br />

D. Organization to Mount Overthrow<br />

The material which follows under this heading is that which is to<br />

be presented to Zahedi by the U.S. field station for the purpose of<br />

discussion and modification.<br />

Under the headings which follow, elements of existing or<br />

potential are assigned their specific roles. This approach omits any<br />

consideration of the strengths of the pro-Mossadeq forces.<br />

1. Organization to Mount Coup<br />

a. Military secretariat. This secretariat, headed by an officer<br />

named Zahedi but acceptable to the United States and United<br />

Kingdom will be composed of a very limited number of capable<br />

senior officers. This secretariat will be in contact with the U.S. field<br />

station which will hand over a preliminary staff plan jointly pre<br />

pared by the United States and the United Kingdom for securing<br />

Tehran. A sum equivalent to $75,000 will be required for the mili<br />

tary secretariat to carry out its functions.<br />

b. Duties of the secretariat. Its most urgent duty will be the<br />

selection of key officers in Tehran who can be counted upon or<br />

won over for action against the Mossadeq government. For secu<br />

rity reasons, such officers will be informed of their own actual role<br />

at the latest possible date.<br />

This secretariat will make a detailed examination of the U.S. and<br />

the UK staff plan with the special attention to every action to be<br />

carried out on coup day. Some of these actions will be immediate<br />

seizures of general staff headquarters, army radio station, Radio<br />

Tehran, the houses of Mossadeq and his entourage, police and<br />

gendarmerie headquarters, post and telegraph offices, telephone<br />

exchange, the Majlis and its printing press, and the
