MOUNTING PRESSURE 43 Zahedi; according to his story (which has never been confirmed), it was Queen Soraya [the wife of the Shah] who finally convinced the Shah that he must sign. If this is true, here was an ally from a totally unexpected quarter. On 14 August the station cabled that upon the conclusion of Ajax the Zahedi government, in view of the empty treasury of the country, would be in urgent need of funds. The sum of $5,000,000 was suggested, and CIA was asked to produce this amount almost within hours after the conclusion of the operation. No more news came in from Tehran on the 14th, and there was nothing that either the station or Headquarters could do except wait for action to begin.
FORMER PRIME MINISTER MOHAMMAD MOSSADEQ'S Minister of Foreign Affairs Hosseyn Fatemi (standing, dressed in black and with a beard), is shown here in 1954—following the U.S.-backed coup—after he was captured by Savak (the Shah's secret police), headed at the time by Sardar Moazzam Bakhtiari (seated). Fatemi was an outspoken Iranian nationalist and supporter of Mossadeq. Fatemi was also an ardent critic of the Pahlavi monarchy and regularly wrote editorials assailing the royal family. Fatemi was accused of trying to overthrow the Shah and was sentenced to death. Shortly before he was executed by firing squad, Fatemi named Mossadeq as the guardian of his only son, Cyrus.
