Q: In your experience were there any hand-written reports sent to the<br />

government?<br />

A: So far only two, in the case of Sial and ASP Shahid Hayat.<br />

Q: Was there any urgency about the report in this case?<br />

A: There was no urgency at that time.<br />

Q: Did no body tell you that the health secretary was asking for the report<br />

urgently?<br />

A: Honestly speaking, I can say that till the writing of the report, there was no<br />

urgency shown for the report. I thought there would be another meeting and<br />

the issue would be discussed and the report would be prepared, signed and<br />

submitted.<br />

Q: You still maintain that the hand-written report was incorrect and<br />

incomplete?<br />

A: It was in complete but correct. We had not seen the injury, before it was<br />

written.<br />

Q: Are both reports correct?<br />

A: The typed report with eight signatures was more complete.<br />

Q: More complete means that it was more curtailed in facts and opinion?<br />

A: Yes. The second report was based on what was asked for by the<br />

government.<br />

The tribunal observed that it was he who started all this by challenging the<br />

original report and raising objections. It would have been appropriate to<br />

submit both the reports to the government. He was asked why he not<br />

suggested to the chairman to do so.<br />
