office and insisted on the formation of a new medical board for the<br />

examination of the body of late Haq Nawaz Sial and his foot injury.<br />

He quoted Suddle as having said that the earlier medical board had lost its<br />

credibility by having declared the foot injury of Sial as self-suffered. He had<br />

also suggested the inclusion of Dr Mohammad Ali Shah in the newly<br />

constituted medical board, which was agreed to by Dr. Kamil Rajpar, the<br />

provincial health secretary.Dr. Rajpar, however, resisted to the constitution of<br />

new medical board consisting of non-official doctors.<br />

On October 12, last, the witness said, he was called to the Chief Minister's<br />

House and PS to the then chief minister Syed Abdullah Shah informed him<br />

that the chief minister has decided to invite a British team of detectives for the<br />

purpose of holding transparent investigation of the September 20 last<br />

incident. He then called on the chief secretary Sindh Mr. Saiyeed Ahmed<br />

Siddiqi who wrote a letter to the federal interior ministry on the subject.<br />

On October 24 last, he and the then IGP Sindh were called to the Chief<br />

Minister's House and shown a fax message from the then Pakistan's high<br />

commissioner in UK Mr Wajid Shamsul Hassan about the visit of the British<br />

team of detectives.<br />

The witness produced a copy of that fax message which was exhibited in<br />

evidence. The witness said initially it appeared that the then chief minister<br />

Sindh, Syed Abdullah Shah had taken the decision in this behalf, but, it later<br />

transpired that the federal government had taken the decision in this respect.<br />

The witness said, that on November 4, last, the then chief minister asked him<br />

to issue a letter on authorization to the British detectives so that they may not<br />

experience any difficulty in the investigation. The witness said, that on<br />

December 29 last, he received a final report from the British team of<br />

detectives through the federal interior ministry which he forwarded to the<br />

caretaker Chief Minister of Sindh on December 31 last.<br />

Questioned by the tribunal, he said, he did not have any information about<br />

the remuneration paid to the British team of detectives. He said that the<br />

provincial finance department had sanctioned rupee 13 million for payment<br />

to the British detectives and he had passed on this amount to the IGP Sindh.<br />
