members of the staff answered the telephone, but would not put us through<br />

to Mrs <strong>Bhutto</strong>. About 2 ½ hour later, a phone call was received at our hotel<br />

reception asking for "Mr Roy." When he answered, Mr Herridge was met<br />

with a tirade of abuse asking what constitutional rights he had to speak to<br />

Mrs <strong>Bhutto</strong>. It became abundantly clear that further communication from our<br />

side would have been unwelcome, and we have waited in vain for Mrs<br />

<strong>Bhutto</strong> to contact us.<br />

— Difficulty arose in relation to interviewing of those in custody from<br />

<strong>Bhutto</strong>'s escort in two ways. Firstly, our written request through the home<br />

minister and the local police may well have been held up due to the current<br />

political situation. Secondly, there appears to have been difficulty in relation<br />

to the appropriate constitutional and judicial authorities to permit such a<br />

interview. Our only comment in relation to this is that it was difficult to get<br />

an overall picture of the incident without these interviews.<br />

— Despite several discussions on the subject, we have been unable to find a<br />

satisfactory way of inviting other potential witnesses to contact us.<br />

The team has reached the conclusion after examining of the post-mortems<br />

and of the doctors' examinations of Haq Nawaz Sial that "the fatal bullet was<br />

fired at close range, and most likely to be self-administered. We attach no<br />

blame to the Police Surgeon and his Department, as his judgment was based<br />

on information from textbooks that are woefully inadequate and out of date.<br />

We will be making recommendations in this and other matters pertaining to<br />

the organisation and training of the medico-legal department in our final<br />

report.<br />

According to the report, the police have recovered 11 weapons from <strong>Murtaza</strong><br />

<strong>Bhutto</strong>'s party and they include two G3 automatic assault rifles, one AK fully<br />

automatic assault rifle, four .30 bore calibre pistols, two 9mm Makarov calibre<br />

pistols, one Uzi sub-machinegun and one Beretta SMG. From the police 12<br />

AK fully automatic assault rifles were recovered. A total of 141 cartridge<br />

cases have been recovered from the scene and the vehicles involved in the<br />

incident. Of these 123 have been matched to weapons of the <strong>Bhutto</strong> group's<br />

weapons and five of the police Aks. The left foot injury to SHO Clifton Sial —<br />

"it was unlikely that the wound was self-inflicted or self-suffered." "It would<br />

appear that a dark coloured Pajero was allowed to pass through the road<br />

block immediately before the first vehicle in <strong>Bhutto</strong>'s convoy. The police have<br />

so far been unable to trace this vehicle, whose occupants may be able to<br />
