Oct. 12 when he was informed by the secretary to the chief minister, Rasool<br />

Bux, that a decision has been taken to call the British experts to investigate<br />

and to aid the police in their investigations.<br />

A letter was sent by the chief secretary of Sindh to the interior secretary for<br />

calling forensic experts in order to hold a transparent inquiry. He said he was<br />

asked to get in touch with chief secretary Sayied Ahmad Qureshi, who wrote<br />

a letter to I. M. Mohsin, secretary interior on the same day.<br />

"On Oct. 24 , the IGP and myself were called to the chief minister's house. The<br />

IG gave me a fax message sent by Wajid Shamsul Hasan, the then high<br />

commissioner in London," he said. The witness produced a copy of the fax<br />

message which gave the details of the experts and other particulars such as<br />

the directions given to all agencies in Karachi to assist the foreign team. "I<br />

don't know whether it was a decision taken by the prime minister or the chief<br />

minister. The decision was taken by the federal government, according to<br />

what I later learnt," he said.<br />

On Nov. 4 last year he was called by the chief minister to say that the<br />

Britishers are not getting full cooperation and the CM asked me to issue a<br />

letter of authority and the law department had vetted the document. He said<br />

on Nov. 5 the government was dismissed and the letter of authority had lost<br />

its meaning.<br />

Manzoor Hussain <strong>Bhutto</strong> denied the earlier statement made by the provincial<br />

health secretary, Dr Kamil Rajpar, that he (home secretary) was present at a<br />

meeting held at the chief minister's house where the question of<br />

reconstitution of the medical board was raised. He said it was incorrect that<br />

he and the then advocate-general were present at the meeting which was later<br />

joined by Dr Kamil Rajpar. He said there were only three of us in the room,<br />

and the AG, IGP or DIG Karachi were not there at the meeting.<br />

The chief minister had asked the health secretary under what authority the<br />

medical board was constituted, to which he had replied he had the authority.<br />

The CM then gave instructions for the reconstitution of the medical board.<br />

He said after the meeting he left with the health secretary for his office which<br />

was open even on week-end holidays and on the way he received a wireless<br />

message that the IGP and the DIG Police were looking for him. He conveyed<br />

the message back that he was on his way to his office. "As I alighted from my<br />
