Saddar was in the group of officers that went forward after the convoy had<br />

been stopped. On hearing a noise behind him, he turned round and was<br />

immediately shot in the thigh. The shot came from behind him where<br />

<strong>Bhutto</strong>'s supporters were standing. He crawled to the top of the road, where<br />

he sheltered until the firing stopped. Immediately after the shooting, he was<br />

driven to Aga Khan Hospital at his own request. When he had been wounded<br />

previously, he had been treated at Aga Khan Hospital and the doctors knew<br />

him. ASP Hayat said that he did not know if any planning had been<br />

undertaken before the incident.<br />

— We next interviewed eight head constables and the constables who were<br />

involved in the incident, but apparently did not fire any weapons. Their<br />

lengths of operational service varied from 15 years to 17 days. They included<br />

gunmen and policemen drawn from normal operations. They substantially<br />

confirmed the statements of the ASPs of Darakhshan and Saddar. All these<br />

officers stated they were on the Clifton Garden side of the road, and none<br />

admitted to being on the other side.<br />

— We then interviewed the 11 officers, who are currently under suspension<br />

until 7 November. They were suspended because they allegedly fired their<br />

weapons during the incident. They were head constables, constables, and ASI<br />

Abdul Basit. Their service ranged from seven months (including training) to<br />

12 years. They included gunmen and policemen drawn from normal<br />

operations. They claimed to have fired 66 shots. Out of these policemen, two<br />

said they fired in bursts. All except three said they fired in the air. These three<br />

said they fired in the general direction of the <strong>Bhutto</strong> convoy, but at no<br />

particular target.<br />

— Each member of the two groups of policemen said they received a short<br />

briefing from the ASP Darakhshan. They were told that the purpose of the<br />

exercise was <strong>Bhutto</strong> himself. There were no orders in relation to strategic<br />

planning, or contingencies should firing commence.<br />

— We have been unable to interview SSP South Durrani due to his<br />

commitments in relation to the tribunal.<br />

— Mrs Ghinwa <strong>Bhutto</strong> was telephoned on Nov. 3. She indicated that it should<br />

be possible to interview her; however she also wanted to put the request to<br />

"the Committee" and asked that a return telephone call be made in an hour<br />
