Q: As health secretary what part you played in the treatment of the injured at<br />

government hospitals in Karachi?<br />

A: I asked the director-general of health to go back to his headquarters at<br />

Hyderabad, saying he should contact the additional secretary (technical), Dr<br />

Ghulam Sarwar Channa, (not MLO), and to direct him to look after the<br />

injured. There were four additional secretaries in my department. I came back<br />

to Karachi after attending the funeral. After reaching Karachi, I called the<br />

police surgeon, Dr Nizamuddin Memon, to find out more about the whole<br />

incident.<br />

Q: Any orders given to him?<br />

A: He should be ready to be available any time, to instruct the MLOs to be<br />

ready to meet the challenge.<br />

Q: Did you visit the hospitals to see the injured and also the place of incident?<br />

A: No. But on Sept 24 Mrs Ghinwa <strong>Bhutto</strong> wrote a letter to me in which she<br />

said that the injury to Sial should be examined and she declared it "selfinflicted."<br />

The letter said: "This is in reference to premeditated and preplanned<br />

murder of my husband Mir <strong>Murtaza</strong> <strong>Bhutto</strong> on 20.9.1996. The Station<br />

House Officer, Police Station Clifton, has been found to have a minor bullet<br />

wound by the MLO Jinnah Post-Graduate Medical Centre. The said injury to<br />

SHO Haq Nawaz Sial is definitely self-inflicted but the MLO does not appear<br />

to indicate that. I, therefore, request that special medical board be constituted<br />

today to examine the injury of the Station House Officer and declare the said<br />

injury as self-inflicted. This may be treated as most urgent, otherwise<br />

valuable evidence will disappear. - signed G. <strong>Bhutto</strong>, 70-Clifton Karachi." On<br />

the basis of this letter I asked the additional secretary to constitute a medical<br />

board. I also asked the civil surgeon and police surgeon about it and usually<br />

the chairman is the principal of Dow Medical College, Karachi.<br />

Q: Who nominated the members of the board?<br />

A: The civil surgeon and the police surgeon.<br />

Q: Do they nominate the members of the board in consultation with, and<br />

prior information to, you?<br />
