Violence. Through case management, the reasons for a prisoner’s<br />

offending behaviour are identified and the prisoner is obliged to<br />

complete the identified program(s) in<br />

order to proceed through their sentence plan. Cognitive Skills is an<br />

essential program in Operation Challenge.<br />

8.4 Physical Fitness<br />

A physical fitness program has been developed for the program with all<br />

prisoners having to participate. The program starts off slowly with the<br />

prisoners able to complete a 20 kilometre run by completion. The<br />

philosophy being ‘Healthy Body – Health Mind’.<br />

The development of personal and social skills is made easier through<br />

the team fitness activities. Demanding physical activities have a strong<br />

attraction for all young males. Its very “in” for a male prisoner to be seen<br />

participating in hard physical activities such as football, weights and long<br />

distance running, not realising the benefit from a social and personal<br />

skill development aspect. The ‘high’ received from achievements<br />

replaces the high previously sought from drugs.<br />

Physical activities improve health and fitness and this process is linked to<br />

improvements in self-confidence and perception of “self”. Many<br />

demanding physical activities require different degrees of teamwork and<br />

whether they are recognised sports or other outdoor activities, they are<br />

highly structured and therefore help in the change from a lifestyle<br />

without a purpose to the<br />

development of a structured day with a work ethic.<br />

9. Throughcare<br />

Throughcare is the provision of a seamless approach to prisoner leaving<br />

Cadell Training Centre and moving on to the next stage in their<br />

sentence plan.<br />

• Home Detention Officers and staff from the Pre-release Centre<br />

attends the Operation Challenge Unit prior to the end of the program<br />

to ensure a smooth transition to through care.<br />

• Pathways to employment are established through the vocational<br />

training providers, ensuring interviews or contact is made with<br />

prospective employers.<br />

• Some prisoners are offered traineeships with vocational training<br />

providers.<br />

• If employment is unattainable, contacts are made with community or<br />

voluntary work programs.<br />

• Case Management ensures regular casenotes are made by all staff<br />

during their prison sentence.<br />

10. Graduation Day<br />

The graduation ceremony is a celebration of the goals achieved by the<br />

participants and both prisoners and staff alike are rewarded on this day<br />
