A sheltered workshop is a rehabilitation facility with a controlled
environment which promotes progress toward normal living develops employ-
ability, and provides remunerative employment. In this respect its role
is that of a training agency or rehabilitation facility. It also functions
to provide sheltered employment for those who, because of severity of han-
dicap, cannot maintain a competitive job. Workshop services include eval-
uation, guidance, personal and work adjustmen training ,
placement and follow-up.

Rehabilitation, three criteria must be met before eligibility can be
determined:
The presence of a mental or physical disability with
